A fantastic opportunity has arisen for aSenior Programme Manager, Oversightto join the Performance & Planning Team, working in the third largest Integrated Care System in the country, serving a population of 2.6 million across Cheshire and Merseyside.

As a pivotal senior member of the Performance & Planning Team, the post holder will have responsibility for management of the Oversight function and will drive forward all aspects of work related to fulfilling the ICB's duties in respect of oversight of Providers and NHSE oversight of the ICB.
Main duties of the job
The Senior Programme Manager, Oversight will have a key role supporting the Associate Director of Planning. The post holder will have responsibility for management of the Oversight function and fulfilling the ICB's duties in respect of oversight of Providers and NHSE oversight of the ICB. The post holder will manage the provision of an efficient, effective and high-quality professional and well co-ordinated Oversight Programme.
The post holder will be the strategic lead and interface between Provider, Place, ICB and NHSE NW region in relation to oversight, ensuring coherence with national guidance. This will include being the day to day lead and first point of escalation for oversight issues.
Part of the Senior Leadership Team of the Performance & Planning function, the post holder will be expected to offer strategic leadership to the function and be a key contributor to relevant elements of strategy for the ICB.
Deputise for the Associate Director of Planning as and when required and is the senior management representative of the Oversight function with appropriate budgetary responsibility.
Further, over time it is likely the remit and requirements of the role will evolve and the post holder will be expected to adjust their working approach and style to accommodate these. As a new post within the organisation, to reflect the above, it is expected that this job description would be reviewed regularly, by agreement.

The post holder is expected to fulfil the following key functions:-
- Lead a high quality, efficient and effective team capable of meeting the teams business function including:
- Leading a Cheshire & Merseyside wide function and approach to managing provider oversight and the interface between ICB and NHSE, as NHSE hold the ICB to account.
- Delivery of an effective quarterly and annual oversight process for the ICB and providers across C&M, avoiding duplication and combining all key elements into a single process.
- Working with BI colleagues both within the ICB and at NHSE NW region to understand all metrics used for purposes of the System Oversight Framework, analyse variation to provide in-depth analysis of trends and relevant insights to identify potential issues early and to inform decision making.
- Develop congruent assurance processes, minimising duplication of assurance and processes across NHSE and maximising the delivery of NHS constitutional standards across C&M.
- Leading on the development of robust oversight governance processes
- To support C&M colleagues in the implementation of the oversight framework and to support the use of a risk based approach to monitor system and organisational issues.
- To identify and share areas of best practice across the region and beyond in order to support continuous improvement and high-quality outcomes
- To ensure that the delivery of oversight across C&M contributes to the delivery of services to patients, acting as a champion for patients and their interests
- Ensure projects, services and initiatives are delivered on time, to quality standards and in a cost-effective manner, adjusting plans as required.
- Identify interdependencies across projects/functions, potential impacts on wider organisation, resource requirements and building in contingency and adjustments as necessary.
- Manage C&M reporting of the oversight position and interventions/actions being taken regionally and locally to support improvement;
- Review and oversight of programme performance alongside key ICS leads, including supporting the response of the ICB to NHSE oversight/segmentation requirements.
- Develop and present reports summarising status on issues, appraising outcomes, and providing progress reports for the Associate Director of Planning.
- Providing progress reports for senior staff or groups of staff as directed from time to time, tailoring content to meet the needs of the audience.
- Collate as required, qualitative and quantitative information and lead appropriate analysis to develop oversight outputs.

- Participate in internal and external system wide meetings on performance and oversight and provide clear information, analytical advice and expertise.
