The Chief Procurement Officer position is a leadership post within the ICS, with accountability and responsibility for the strategic and operational development of the ICS Procurement function, setting the pace and direction for change and bringing ICS members together as an effective team.
The postholder will also provide leadership to the ICBs own procurement function for non-healthcare services.
Key aspects
- Lead the establishment of ICS Procurement capability and ways of working including the agreement of an MoU with ICS executive
- Set the overall commercial vision and strategy for the ICS, focused on the strategic objectives; improving population health and healthcare, tackling health inequality, improving outcomes and access to services, enhancing quality, productivity and value for money and helping the NHS to support broader social and economic development
- Develop and own the strategic ICS procurement roadmap, ensuring alignment to the national procurement agenda, through the implementation of strategic activities across broad areas (such as category and market management, governance, people and skills, data & technology, strategic Procurement, supply chain management and sustainability)
- Develop and deliver commercial strategies requiring supplier innovation, senior stakeholder engagement, and/or market building/shaping
- Employ effective leadership, communication, negotiation and influencing skills to drive effective cultural and technological change across large and complex organisations
- Engage with and influence stakeholders at all levels and in sensitive and political situations, delivering difficult messages where required to high-level audiences and staff members alike.
