Fixed Term/Secondment Opportunity until 31/03/2024
We are currently recruiting for Contract Officer on
a fixed term basis or secondment to cover a substantive role who is leaving on
maternity. This is an exciting opportunity for those who would like to be more
focused on NHS Community Contracts and enjoys fast paced environment.
The post-holder will be part a friendly, dynamic
SWL ICB Non-Acute Contracting Team and will provide support to the Senior
Contract Manager. The post will assist in taking notes, supporting contracts
through governance processes and will be given a small portfolio primarily
covering non-acute contracts.
We are looking for a candidate who has sound
organisational and administration skills, can hit the ground running, has an
eye for detail and is able to be flexible in their work and can manage and
support a portfolio of schemes. We would welcome applicants with strong
interpersonal skills, flexible, self-starter who can work through their own
initiative and appreciates team working.

In the first instance, the postholder will support the following
priorities within the team portfolio:
Assist in drafting contracts, grants, SLAs and variations,
ensuring contract documentation is compliant and signed with the standard NHS
contract requirements.
Attend contract monitoring meetings and be responsible for management
of small portfolio of contracts with low financial value and low clinical risk.
Portfolio and workplan will be agreed in collaboration and be subject to
ongoing review.
Liaise with relevant stakeholders to assist with setting up
meetings, contract meetings and ad-hoc sessions as required by the team.
When
required assist contract managers with management of their contracts, working
with providers to resolve any queries or issues that arise and assist with
monitoring spend to ensure it is in line with budgets.

On 1 July 2022, NHS South West London Integrated Care Board (ICB) was established. Duties and
Responsibilities Contract monitoring and management of a small portfolio of
contracts with low financial value and clinical risk. Portfolio and workplan
will be agreed in collaboration and be subject to ongoing review. Support in
the development of community care pathway changes and ensure they are reflected
in the community contract as appropriate. Assist in drafting contracts, grants,

underperformance and working with the team to develop and deliver action plans
to address performance variances. Support with monthly contract governance,
monitoring and management of the contracts for the ICB. This includes
supporting monthly ICB Contract, Monitoring and Advisory Groups (CPAG).
Analysis of activity and cost data together with provider monitoring
information applying a performance validation process to generate performance
reports for the ICBs approval. This performance monitoring can lead to claims
and contract challenges on activity, finance or the application of mandated
performance penalties. To work in line with best practice to ensure that the
commissioner gets quality services from the provider and achieves value for money
and pays the correct amounts for activity delivered. Operate effectively in a
flexible and demanding environment and proactively manage relationships with
ICB members, commissioning/transformation managers, the local authority,
Commissioning Support Unit and NHS England working on a variety of topics. The
post holder will be expected to keep fully abreast of national and regional
policy in relation to Contracting and Payment by Results. Work within a matrix
management structure with members of other functions, to address
inter-dependencies and ensure alignment. Liaise with relevant stakeholders to
assist with setting up meetings, contract meetings and any other as required by
the team. Support the production and dissemination of papers, notes and agendas
for meetings. To minute contract and any ad-hoc meetings as required. Provide
oversight and support of processes to the Contract Administration Support
