Job summary

The post holder will lead the implementation of a range of access initiatives as outlined in the NHSE document - Primary Care Access Recovery Plan.

The initiatives are focused around introducing a total triage model into general practice and primary care networks (PCNs) where patients are assessed by the most appropriate person and managed accordingly.

This role is essential to the overarching ICB Primary Care strategy in continuing to deliver record number of appointments within primary care to meet unprecedented patient demand for services.

Main duties of the job

Specific initiatives the post holder will be responsible for are as follows:o Delivering against the PCN DES requirements for extended access. This includes performance management of PCNs.o Winter and surge planning to ensure primary care has sufficient operating models and capacity throughout winter and other times of the year.o Delivering on the Recovery Plan around change management interventions and support across all practices.o Working closely with colleagues in digital and IT to ensure that practices and PCNs have the infrastructure required.o Be responsible, as the organisation's subject matter expert, for the interpretation of national and regional primary care policies around access and translate them into local delivery. Maintain a good knowledge of emerging policies from NHSE.o Develop plans and identify and assess opportunities, mitigate threats and deliver the NHS's strategic objectives for recovering access to primary care.o Participate in relevant internal and external working groups/projects, services and initiatives to provide project, information and analytical advice and expertise.o Lead the creation and implementation of information systems for collecting, evaluating and interpreting large volumes of intricate data on expenditure to inform the short-, medium- and long-term strategies.

  • Educated to masters level or equivalent level of experience of working at a senior level in specialist area.
  • Extensive knowledge of specialist areas, acquired through post graduate diploma or equivalent experience or training plus further specialist knowledge or experience to master's level equivalent
  • Evidence of continued professional development
  • Member of relevant professional body

Knowledge and Experience

Essential

  • Must be able to provide and receive highly complex, sensitive or contentious information, negotiate with senior stakeholders on difficult and controversial issues, and present complex and sensitive information to large and influential groups
  • Significant experience of successfully operating in a politically sensitive environment
  • Problem solving skills and ability to respond to sudden unexpected demands
  • Previously responsible for a budget, involved in budget setting and working knowledge of financial processes
