Job summary

Registration Authority is the governance framework within which NHS organisations can register individuals as users of the NHS Care Records Service (NCRS) and other services - maintaining the confidentiality and security of patient information at all times. NCRS are electronic patient or administration records.

Registration is the process by which users of Smartcard-enabled IT applications are authenticated (proven who they are beyond reasonable doubt) and authorised (enabled to have particular levels of access to particular patient data).

The SWL ICB ICT RA team provides services across GP Practices, Pharmacies, and other medical and educational services.

The RA team provides all support, access requests, card management, changes, request fulfilment and incident response with regard to smartcards and national application access and changes in access.

This is a fixed term position for 12 months

Main duties of the job

This post provides an opportunity for an experienced RA Agent to work within a progressive professional team.

  • Provide 1st and 2nd line BAU RA incident and service request support to assess, resolve and refer enquiries
  • Plan, organise, coordinate and undertake the issue of Smartcards to local stakeholders.
  • Plan and organise face-to-face registrationappointments.
  • Travel between Satellite Sites where required.
  • Co-ordinate and prioritise the processing of smartcard change requests from stakeholders within tight and sometimes overlapping timetables.
  • Respond to and negotiate the scheduling of registration meetings for the various stakeholders to fit the resources of the RA service which may at times conflict with other scheduled arrangements.
  • Ensure identity requirements are communicated to the affected stakeholders prior to the registration meeting using email or telephone.
  • Verify the smartcard applicant's identity by viewing original documentation that confirms proof of residence and personal identity.
  • Operate the Care Identity Management (CIM) smartcard system.
  • Operate CIM to record smartcard holders' personal details, RBAC codes and generate smartcards.

Job responsibilities

Operate the following information system: Care Identity Service (CIS)

Operate CIS to record smartcard holders personal details, RBAC codes and generate smartcards.

Carry out maintenance activities using CIS such as unlocking, updating, cancelling smartcards.

Utilise CIS to create and process smartcard applications and modifications.

Apply Role Based Access Control (RBAC) model to all NCRS applications.

Identify and appoint appropriate Sponsors within stakeholder organisations.

Responsible for the regular maintenance and safe storage of all RA equipment, including smartcard printers, blank smartcards, printer cleaning equipment and printer ribbons.

Responsible for the safe use of equipment that belongs to other organisations when working on their sites, such as PCs and IT networks at GP practices.

Receive and action HR reports of leavers, starters, and transfers.

Run performance and information reports from ERS using Business Objects to manipulate and analyse results.

Maintain a database of current sponsors for publication on stakeholders intranet.

Undertake internal RA audits as required, including implementing, and monitoring any actions arising from the audit.

Interpret the audit results to identify training needs and /or opportunities for improvement to local procedures and working practices.

Provide verbal, written or printed guidance, advice or instruction to sponsors.

Provide one-to-one or group training of the operation of CIS to newly appointed Sponsors.

Respond to and resolve user RA problems in a timely fashion, regardless of any previously planned activities, escalating to the RA Manager or National Service Desk as required. This may require the recording of progress or outcomes on Helpdesk software.

Act as the RA specialist during GP projects to deploy to new clinical systems. Offer advice and knowledge to Surgery management as to the most appropriate access controls for staff groups in order to ensure patient security and confidentiality.

Undertake all training required to perform effectively. Maintain personal and professional development to meet the changing demands of the post and participate in appropriate training activities.

Assist the RA Manager in providing some aspects of the on-the-job training to new RA Agents in small groups and / or on an individual basis.
