Job summary

An exciting opportunity has arisen to recruit an experienced Estates Projects Manager to the South WestLondon ICB IT team.The role of an Estates focused IT Project Manager as part of the SWL IT team is pivotal in supporting theDigital Operational Portfolio and Estates Infrastructure transformation projects/programmes. This is to ensurethe successful delivery of specific IT/Estates related schemes contributing to a mature estate's workplaceacross South West London.The key focus will be on the implementation of various estates schemes including those with specific fundingstreams, IT initiatives, internal ICB priorities and any NHSE mandated schemes. This will include extensive coordination and collaborative working with internal IT teams, IT PMO teams, Primary Care, GP practices, IT partner organisations and suppliers

Main duties of the job

Manage, deliver, and hold accountability for assigned IT PMO estate's portfolio / projects.Adhere to ICB internal process to produce estates quotes as necessary ensuring governance aroundfinancial conduct, processes and any internal sign-off.Organising the project management structure and workstreams for each individual project / portfolioactivity.Create and maintain good working relationships with teams within IT and help support peers resolvingestates issues requiring IT intervention.Be a specialist point of contact and provide expert guidance on estates schemes based on experienceand ensure key stakeholders are kept up to date and sign off on any new project initiation.Attendance on all PMO related calls requiring close working with multiple internal service linesimparting and communicating complex information.

Duties and Responsibilities

The post holder will undertake the following duties and responsibilities.Create and maintain good working relationships with teams within IT and help support peers resolving estates issues requiring IT intervention. Be a specialist point of contact and provide expert guidance on estates schemesbased on experience and ensure key stakeholders are kept up to date and sign off on any new project initiation.Attendance on all PMO related calls requiring close working with multiple internalservice lines imparting and communicating complex information.Manage, deliver, and hold accountability for assigned IT PMO estates portfolio / projects.Adhere to ICB internal process to produce estates quotes as necessary ensuring governance around financial conduct, processes and any internal sign-off.Organising the project management structure and workstreams for each individualproject / portfolio activity.Overseeing the full implementation of the projects ensuring delivery againstestablished milestones to time.Liaison with 3rd party suppliers, estates leads, PCN leads, GP practice managersand other stakeholders relevant to the estates initiative. Imparting complex IT estates information persuading and gaining buy in from parties where there is disagreement on the way forward.Budgetary management including reporting as part of project governance to finance /ITPB / local checkpoints.Develop business cases / PIDs utilising experience to alert on any key risks, workingwith Estates leads as required.Analyse, prepare and present (inline with current ICB templates) key projectgovernance artifacts (not limited to) such as lessons learnt log, RAID log, highlight reports, exception reports.Help to keep the PMO portfolio updated with progress of all related works ensuringSMT teams are able to report on progress when required.Setup / chair / attend (as required) any IT PMO/ Programme / Project level meetingswith relevant audience.Work with finance teams to raise any relevant POs or invoice queries ensuring leadsare notified of progress and any risk to timelines.Work with internal asset / logistics teams to be able to report on any stock levels or supplier hardware quotations including updated pricing or delivery mechanisms.Attend Premise Control Group meetings (as required) to ensure IT Estatesrequirements are catered for or understood by the wider directorates.Ensure adherence to cabling standards and relevant systems as widely used within the ICB.

Education / Qualifications

Essential

  • Educated to degree level in relevant subject or equivalent level qualification or significant experience of working at a similar level in specialist area;
  • Post-graduate degree in relevant subject
  • Certification in Prince 2 and/ or APM/PMI Body of knowledge or equivalent experience of working with these methodologies
  • Evidence of continued professional development

Knowledge and Experience

Essential

  • Demonstrated experience of co- ordinating projects in complex and challenging environments;
  • Substantial experience of managing multiple estates IT and / or change projects to completion in a large complex organisation preferably NHS / healthcare environment Significant experience in estates / IT / NHSE standards for things like cabling, power systems Significant Experience in producing estates quotes obtaining signoff for any estates related quotes including working with 3rd parties to deliver hardware breakdowns Comprehensive knowledge of project lifecycle, principles, techniques and tools e.g. project portfolio trackers, project dashboards, project plans, RAID logs and highlight reports
  • Significant experience of successfully operating in a politically sensitive environment
  • Experience of managing risks and reporting;
  • Experience of drafting briefing papers and correspondence for a senior audience;
  • Experience of monitoring budgets and business planning processes;
