Job summary
We are looking for an exceptional candidate for a new Chief Finance and Compliance Officer role for South East London ICB and South West London ICB working together as an Integrated Care Board cluster. The cluster will serve a population of approximately 3.8 million, the second largest ICB footprint in England, across twelve London Boroughs which have a commissioning budget of £4.75 billion for South East London and £4.3 billion for South West London.
This is an exciting and challenging financial leadership role. The successful candidate will join as Chief Finance and Compliance Officer (CFCO) at a time when the two ICBs are refocusing themselves as strategic commissioning organisations to deliver the Government's three strategic shifts: from treatment to prevention, from hospital to community, and from analogue to digital.
The successful candidate's performance in the role will be crucial to the achievement of this purpose. They will need the technical grip and capability to deliver financial sustainability and ensure that statutory and national requirements are met from a finance, governance, compliance and audit perspective. They will also need the creativity and vision to identify and seize opportunities to use short, medium and long-term financial strategies, approaches to resource allocation and payor models to tackle health inequalities and promote the shift from hospital to community-based services.
Main duties of the job
The Chief Executive Officer is leading the recruitment to this role, which will become a full member of both ICB Boards and a core member of the Executive Team, providing professional leadership across a portfolio including:
Strategic and operational finance
Resource allocation
Corporate governance and services
Audit and Compliance
Capital planning and Estates
Human Resources
SIRO (Senior Information Risk Owner)
The CFCO will need to work with the ICB's executives and Boards as well as professional peers across the health and care system.

They will need significant experience in setting strategy and delivering transformation, ensuring the provision of robust assurance and governance, building trusted relationships with local communities and partners and creating a compassionate and inclusive culture for our people.
About us
In 2025, the boards of NHS South East London ICB and NHS South West London ICB took the decision to enter into a clustering arrangement. This means that we share a Chair, Chief Executive Officer and an Executive team, but we remain as separate, statutory organisations.
This also means that the ICBs will share some teams, who will be working across both organisations. Some teams will also be working across both geographical areas and integrated care systems.
This is a period of change for the NHS. The Government's 10 Year Health Plan presents an ambitious vision for a future NHS, with emphasis on the three 'shifts' - from hospital to community, from analogue to digital, and from cure to prevention - all underpinning the new neighbourhood health service.
ICBs are also changing, with a clear focus on strategic commissioning and delivering neighbourhood working.
