Job summary

We are recruiting to The Designated Clinical Officer for Special Educational Needs and / or Disabilities (SEND) 0-25 years role reflects responsibilities of a Designated Clinical Officer (DCO) for Special Educational Needs and Disability

Role will include the following:o Support across the Lambeth local area; SEL ICB and wider health care system; and Lambeth Council to effectively meet statutory responsibilities relating to health, for children and young people with special educational needs or disabilities 0-25 years (SEND).o Act as the strategic and operational health lead for the Lambeth integrated SEND Support Plan and Education Health and Care Plan Pathway.o Act as an expert SEND health resource for information, advice, guidance and support for families and professionals eg: Lambeth Council's SEND service; Schools leadership; social workers; voluntary sector; health professionalso Provide support and challenge to organisations and senior colleagues in relation to implementing the SEND duties in a multi-agency context.o To report to and represent SEL ICB at a strategic level through the relevant governance structures in SEL ICB, SEL ICB Lambeth Place and within Lambeth Council.

Main duties of the job

o Lead coordination between NHS commissioners and providers, education and social care in relation to the EHCP health pathwayo Work with SEL ICB and local area services to devise, disseminate and update strategies, policies and procedures ensuring they reflect SEND statutory legislation and guidance, and to decide with them an appropriate division of responsibilities relating to SENDo Support the resolution of operational issues in highly complex cases in relation to the health element of the EHCP and inclusion in educationo Provide highly specialised support and advice to health providers on the framework and preparation of EHCPs of sufficient and consistent quality.o Provide specialised advice to partners across Lambeth including system leaders to facilitate care planning for children and young people with SEN and/or Disabilities including children and young people with complex needs.o Report to and provide representation on the relevant health and multi-agency committees and boards, advising on the interface with the wider health community in relation to SEND planning, Statutory compliance, Quality and Implementation plans Eg: Lambeth SEND Operational and Strategic Boards and SEL ICB SEND and transformation programmeso Report to and participate in SEL ICB SEND strategy and governance

About us

The Integrated Children's Commissioning Team in Lambeth works across SEL ICB and Lambeth Council to maximise outcomes for some of our most vulnerable residents. The Designated Clinical Officer works between the Integrated Children's Commissioning Team and the Directorate of Education and Learning as well as working in close partnership with provider organisations Guys and St Thomas' and South London and Maudsley NHS Foundation Trusts. This jointly funded role advises SEL ICB Lambeth and Lambeth Council on the needs of children and young people with SEND in the borough and the services required to meet them.

Education / Qualifications

Essential

  • Clinical qualification e.g. Children's Nurse; Therapist (OT, Physio, Speech and Language) Registered health professional.
  • Master's degree in a relevant subject or equivalent by role delivery, to demonstrate ability to write, research, process written information including legislation
  • Evidence of continued professional development in health, Special Educational Needs, Disabilities and relevant legislation

Experience, Knowledge and Skills

Essential

  • Knowledge and understanding of the main issues affecting outcomes for children, young people and families, particularly children and young people with SEND
  • In-depth knowledge and understanding of the Children and Families Act 2014, Care Act 2014, continuing care frameworks and SEND Code of Practice 0-25 (2014)
  • Demonstrable knowledge and understanding of children and young people's services at both a local and national level.
  • Knowledge and understanding of commissioning process in multi-agency environments
  • Knowledge and understanding of Local Authority role and responsibilities in relation to SEND
  • Current and broad knowledge of the public involvement agenda and experience of engaging community/patient group
  • Ability to coordinate complex assessments using a person centred planning approach ensuring clear outcomes are identified for children and young people
