Job summary
The Senior Operations Manager will bring a successful track-record in an NHS SEL SCC function combined with a passion to successfully deliver the day to day management of urgent and emergency pressures across the SEL ICS, understand local system action to provide assurance and escalation where additional support is required. The postholder will support the Lead operations Manager in the day-to-day oversight of system pressures across the ICB footprint, deputising as required. They will lead delegated pieces of work relating to the preparation of System Resilience plans, recovery and improvement plans across the system. They will be one of the senior contacts for NHS England on matters of assurance, planning and delivery in the context of daily UEC operations. The post holder will act as line manager for the operations managers within the Operations Centre Team.
Main duties of the job
The postholder will be one of the senior contacts with hospitals across SE London on issues relating to surge/UEC management and will need to provide assurance to key stakeholders, including providers, ICS and NHSE. They will work closely with CCGs on Emergency Planning, Preparation and Resilience (EPPR) and on day-to-day issues regarding interfaces between acute Trusts and social and community care providers. The post holder will be at times required to deputise for the Associate Director and Lead Operations Manager for UEC Operations/Incident. The post holder will be required to work weekends and act as the Senior Manager on call as part of an agreed rota.

- Supporting SEL to improve and achieve local A&E targets working closely with borough leads
- On-Call support for SEL (to support the Directors on-call) during working hours, participating in daily calls and implementing any actions. Acting as first on call (SMOC) out of hours to resolve operational issues.
- Coordination of responses to NHS England on urgent care matters, and development of remedial action/recovery plans (in liaison with local urgent care leads) to ensure alignment across SEL
- Support on Winter Planning for SEL urgent care services, in close liaison with local urgent care leads and providers. This will include submission of assurance documentation, recovery plans and ad hoc requests
- Active participation in Urgent Care Working Groups and Urgent Care Networks across SE London
- Liaison with LAS regarding pressures, and participation in pan London groups.
- Liaison with NHS England in relation to centralised commissioned services to ensure appropriate communication to assist with reduction in pressures across the system
- Working with local urgent care networks and borough leads to assist with trouble shooting/action plans to alleviate bed pressures, and acting as a liaison point where appropriate
- Reporting to AD Operations, Director of Planning, Directors on Call and Urgent Care Working Groups as appropriate including escalation of issues and risks, including appropriate mitigation strategies
- Participating in a London wide Surge Leads Group to share best practice and align policies.
- Working with key stakeholders and urgent care leads to enhance robust reporting process for urgent care data across SEL
- Liaising with providers to develop a pan SE London Surge Plan.
- Matrix Management of whole systems team in relation to surge management.
- Provide line management for the surge management function as required.
- Manage patient repatriation process from tertiary to local acute hospitals.
- Provide day to day line management of Deputy Surge and System Resilience Managers
- Support the flow of Mental Health Patients across the system.
- Support and lead response to incidents in SEL as required.
