The Integrated Commissioning Team in Bexley works across SEL ICB and London Borough of Bexley to maximise outcomes for some of our most vulnerable residents. The Children & Young People Programme Manager is a key leadership role in the team working closely with children's social care and education as well as commissioners of services for adults.

Due to maternity leave a great opportunity has arisen for an experienced commissioner to join the Integrated Commissioning Team in Bexley to lead on Children & Young People and Maternity Services. Working closely with the Children's Services colleagues in LBB and Oxleas NHS FT and the Director of Public Health, you will lead on developing further integrated approaches to children's services, including voluntary and preventative services and maternity services across three acute sites. This is a unique opportunity to help shape and develop new partnerships as the Integrated Care System develops in Bexley and to respond to the changing needs of our children and young people, as well help shape services at scale as part of the SEL transformation programme. The role starts from the last week of March 2024 or as soon as possible afterwards

Main duties of the job

The post holder will have a key leadership role in children and young people and maternity services in Bexley, working with health providers, the voluntary sector, children's social care and education to ensure the best possible outcomes for Bexley children and young people.

The postholder will have overall responsibility for the commissioning of Children and Young Peoples services for the ICS in Bexley. This will include children and young people's physical and mental health services (specialist children's services, Child and Adolescent Mental Health Services, tertiary audiology, end of life care), maternity, and peri-natal mental health, working within the budget and resources delegated to Place.

The post holder will work in close partnership with Public Health, South East London CYP commissioners, London Borough of Bexley Education and Children's Social Care, schools, NHS England, primary care and clinical networks to ensure a joined up approach to commissioning across universal and specialist physical and mental health services. Working to hear the voices of children and young people, and users of maternity services will be a key part of the role.

  • Educated to masters level or equivalent level of experience working at a senior level in commissioning of services for children and young people

Experience & Knowledge

Essential

  • Experience at a senior level of commissioning services for children and young people and convening partnership working at a whole system level
  • Knowledge/understanding of national and local policies and strategic issues relevant to commissioning and transformation of health services for children and young people , including the statutory/legal basis where applicable
  • Knowledge of organisational structures and key relationships in the NHS, education and social care
  • Experience of drafting briefing papers and correspondence for a senior audience
  • Experience of managing budgets and business planning processes
