Job summary

We are looking for an experienced Business Intelligence manager to join our forward thinking team in South East London, initially for a one year secondment with the possibility of becoming permanent at the end of the period. This role will lead on the development of a Population Health Management and Health Inequalities focused reporting and analytical capability workstream, supporting stakeholders in the ICB and across the wider ICS in using a data driven approach to Population Health Management.

You will have experience of managing and coordinating a team of technical experts as part of a wider multi disciplinary planning team, and have the ability to lead the harmonisation and interrogation of disparate data sources and information needs to develop consistent health intelligence information and recommendations. You will also be experienced in working with and communicating to a wide range of stakeholders, both internal and external to the ICB at senior levels.

Main duties of the job

This role is part of the SEL Analytics team within the Planning directorate of the ICB, and is responsible for the delivery of the Analytics and Business Intelligence function to South East London (SEL) ICB. The post-holder will report to the Associate Director of Analytics.

The team is responsible for analytics and business intelligence provision to a wide range of internal and external stakeholders across South East London both within SEL ICS, including place-based teams, GP primary care networks and acute providers, and also across London, within a changing NHS landscape. The ICB's key partner organisations include Intelligence Solutions for London (ISL), which provides a central analytical function that supports all London ICSs, by delivering data and application solutions, the NECS (North of England) DSCRO (Data Services for Commissioners), which securely processes and disseminates data on behalf of ICSs, and regional and national teams within NHS England. The Head of Analytics will be expected to liaise closely with colleagues and the above partner organisations and stakeholders.

The post holder will co-ordinate and provide analytical leadership and support on the development and delivery of analytics and reporting solutions to support SEL ICB/ICS strategic and operational planning and development agendas

  • Lead on the development of a Population Health Management and Health Inequalities focused reporting and analytical capability workstream, including coaching and training other team members to become conversant and be able to interpret relevant datasets and national reporting outputs.
  • Provide expertise, modelling and benchmarking to enable ICB population spend and activity to be cut on the basis of geography, age and disease to support whole population place-based planning.
  • Lead and innovate on projects using advancing technologies including machine learning, programming tools and reporting layers.
  • Lead the provision of business intelligence and analytical expertise, modelling and benchmarking to support new contracting approaches, including capitated budgets, outcomes based planning and integrated contracting.
  • Lead the provision of analytical support to enable a more holistic approach to be taken to the understanding of drivers related to the use of health care services and their performance.
  • Provide analytical leadership and coordination as part of a multi-disciplinary approach to planning, ICB programmes of transformation and ongoing support to enable the effective implementation of service changes, contract developments and annual Operating Plan and assurance process.
  • Represent SEL ICB in data modelling, analytical system development and other such collaboration projects developed jointly with ISL and other key stakeholders in London and national programmes. Act as SEL lead on data assurance, validation and systems harmonisation projects working with the ISL and NECS teams to achieve improvements in technical processes and a consistent and comprehensive London-wide approach to data assurance processes that meets SEL local requirements.
  • Oversee SELs Business Intelligence Reporting development workstream, continuously reviewing and adapting the portfolio of automated and manual reports available to meet changing requirements and priorities.
  • Supervise team members providing Business Intelligence support to Contract Management of allocated Providers, including BI expert input into monthly contract meetings and the annual draft and negotiation directly with Providers of the Data and Reporting Requirements sections of the Contract.
