Job summary
As an Emergency Preparedness,
Resilience and Response (EPRR) Manager the post holder will work as part of a
dynamic team in delivering an effective EPRR service supporting managers and
staff across the ICB and wider ICS to ensure a robust and resilient NHS
response to any incident or disruptive event.
Main duties of the job
The post holder will support the
ICB in delivering the operational implementation of national EPRR polices and
development of long-term business plans for EPRR. They will provide support and
advice to the ICB and providers of NHS funded care as required, ensuring the
NHS is prepared for major incidents, emergencies, disruptive events and surges
in demand.

EPRR/SCC Officer annual leave and sickness.

Essential
- Working knowledge of emergency planning guidance and associated statutory and non-statutory guidance.
- Working knowledge of Civil Contingencies Act (2004) and associated statutory and non-statutory guidance.
- Experience of managing projects, including project planning, project control and project management.
- Experience in managing stakeholders, taking account of their levels of influence and particular interests.
- Experience of managing project budgets.
- Experience of preparing briefing papers and correspondence at senior management team level.
- Experience of managing risks, identifying issues and reporting.
- Experience of managing a team.
- Understanding of public sector.
Desirable
- Experience in emergency preparedness, resilience and response in an NHS organisation.
- Previous experience and involvement in designing and running assurance processes.
Education / Training / Qualifications
Essential
- Educated to a degree level or equivalent level of experience of working at a similar level in specialist area.
- Further training or significant experience to post-graduate diploma level in emergency preparedness/crisis management/disaster management.
- Training or significant experience to post-graduate certificate level in business continuity.
- Evidence of continued professional development.
Desirable
- Masters level qualification or equivalent experience.
- Programme and Project management qualification (e.g. Prince2 Practitioner Agile Project Management Practitioner or APM qualification) or equivalent experience.
Skills / Abilities

- Well-developed data analysis and interpretation skills involving highly complex data, with good analytical and problem-solving skills.
- Ability to analyse very complex issues where material is conflicting and drawn from multiple sources.
- Capable of constructing and delivering clear ideas and concepts concisely and accurately to a diverse and varied range of audiences consisting of internal and external stakeholders.
- Demonstrated capabilities to manage own workload and make informed decisions in the absence of required information, working to tight and often changing timescales.
- Comprehensive knowledge of project principles, techniques and tools.
- Advanced working knowledge and proficiency in all Microsoft Office packages (e.g. word processing, spreadsheets, e-mail and internet use).
- The post holder will be required to travel within Buckinghamshire, Oxfordshire & Berkshire to engage with partners and fulfil the duties of the role. There may be a requirement from time to time to travel to NHSE Regional or National Offices.
