An exciting opportunity has arisen for an experienced programme manager to join the Transformation Team at the Kirklees Health & Care Partnership. This is a permanent opportunity to lead on the delivery of key strategic programmes of work.

We are looking for a highly skilled, motived person, to join our team to provide expertise and senior leadership across key transformational priorities, collaborating with system partners, both locally and at a West Yorkshire level across all aspects of health and social care.

The post holder will have strategic and or operational experience in the delivery of transformational programmes and projects. Along with strong project and programme management skills, the post holder will be an excellent communicator who can raise awareness and understanding of programmes whilst reducing barriers, building effective partnerships and encourage collaborate working to improve services and drive quality and performance outcomes.

Main duties of the job

Working as part of the Transformation team, the post will focus largely on key national and local priorities. You will be a key member of a team focussed on partnership delivery of programmes across the life course.

This will require significant involvement with clinical and non-clinical professionals from local authority, primary care, community, hospital and voluntary organisations who deliver services to our population.

You will proactively engage with national, regional, and local networks seeking out opportunities for collaboration and to share learning. You will be experienced in project and programme management methodology and have a track record of successfully developing and implementing service transformation, evaluation or change programmes. You will have experience of operating across organisations and geographical boundaries using your highly developed motivational skills to encourage participation.

Main Duties and Responsibilities Communications & Relationship Skills

To provide professional managerial support and leadership to deliver service transformational change.

To work closely with a wide range of internal and external stakeholders including relevant patient and service user groups (for specific areas) to ensure transparent and highly effective consultation and involvement processes result

in an informed approach to service improvements.

To commit to working and engaging constructively with internal and external stakeholders on a range of contentious issues.

To communicate and manage stakeholders in accordance with the principles of project and programme management methodologies, using the recommended PMO tools, templates and approaches and ensure that they are updated as required.

To establish and foster effective working relationships and networks with a wide range of key stakeholders across the West Yorkshire Integrated Care System to inform and help support the implementation of agreed service development and transformation workstreams.

To utilise influencing and persuasion skills to establish the basis for the successful delivery of service development and transformation workstreams.

To work in partnership with others to ensure all actions have been taken to deliver projects/programmes on time.

Analytical & Judgmental Skills

To be able to bring together different and disparate sources of information (both qualitative and quantitative) to understand complex situations, to formulate solutions and to recommend what the best course of action could be to senior leaders.

To communicate, present, and provide highly complex information to a wide range of internal and external stakeholders.

To be the lead responsible for analysing the available resources for service areas and for ensuring that any proposals for change take full account of the resources available.

To provide in-depth analysis of data, national policies, and legislation through to interpretation and production of complex and multiple reports including financial analysis where appropriate.

To monitor performance against national and local targets relating to service development and transformational workstreams, ensuring compliance, and identifying areas for further development/improvement in performance and ensuring these are fed into subsequent contracts.

Provide advice and prepare strategic reports, briefings, business cases, project documentation.

To identify, review and cascade the key points to senior leaders from the policy and guidance in the areas of key responsibility, taking a lead role in their implementation and provide an early alert to all resource implications and risks.

To adopt project and programme management methodologies in reporting to senior managers, ensuring that progress and key decisions are effectively communicated internally and externally.

To lead individual service review projects ensuring compliance with agreed organisational outcomes, processes, priorities and targets.

To take a lead role within the agreed workstreams in writing and developing service specifications and business cases (including costed options appraisals).
