Job responsibilities
Job
Summary
To
provide expertise and senior leadership across the transformation team and
key partners across health and social care to improve the health and
wellbeing of local people, by reducing health inequalities, providing
continuity of care and improving our services.
The
post holder will lead work in the Transformation Team, working closely with
identified Clinical Leads in coordinating and working with wider partners to
develop and deliver locally agreed plans and strategies.
To
provide expertise and senior leadership in translating and implementing
relevant national, regional, and local policy initiatives into service
development and transformation work streams across portfolios of care.
To
hold a key role in the development of local strategic partnerships to ensure
there are cost-effective services that improve health outcomes.
To
be the day-to-day lead responsible for the implementation, development and
co-ordination of agreed service development and transformation workstreams.
The
post holder will be required to work flexibly across broader transformation
workstreams as required, based on the review of local priorities.
Main
Duties and Responsibilities Communications & Relationship Skills
To provide professional managerial
support and leadership to deliver service transformational change.
To work closely with a wide range
of internal and external stakeholders including relevant patient and service
user groups (for specific areas) to ensure transparent and highly effective
consultation and involvement processes result
in
an informed approach to service improvements.
To commit to working and engaging
constructively with internal and external stakeholders on a range of
contentious issues.
To communicate and manage
stakeholders in accordance with the principles of project and programme
management methodologies, using the recommended PMO tools, templates and
approaches and ensure that they are updated as required.
To establish and foster effective
working relationships and networks with a wide range of key stakeholders
across the West Yorkshire Integrated Care System to inform and help support
the implementation of agreed service development and transformation workstreams.
To utilise influencing and
persuasion skills to establish the basis for the successful delivery of
service development and transformation workstreams.
To work in partnership with others
to ensure all actions have been taken to deliver projects/programmes on time.
Analytical
& Judgmental Skills
To be able to bring together
different and disparate sources of information (both qualitative and
quantitative) to understand complex situations, to formulate solutions and to
recommend what the best course of action could be to senior leaders.
To communicate, present, and
provide highly complex information to a wide range of internal and external
stakeholders.
To be the lead responsible for
analysing the available resources for service areas and for ensuring that any
proposals for change take full account of the resources available.
To provide in-depth analysis of
data, national policies, and legislation through to interpretation and
production of complex and multiple reports including financial analysis where
appropriate.
To monitor performance against
national and local targets relating to service development and
transformational workstreams, ensuring compliance, and identifying areas for
further development/improvement in performance and ensuring these are fed
into subsequent contracts.
Provide advice and prepare
strategic reports, briefings, business cases, project documentation.
Planning
& Organisational Skills
To identify, review and cascade the
key points to senior leaders from the policy and guidance in the areas of key
responsibility, taking a lead role in their implementation and provide an
early alert to all resource implications and risks.
To adopt project and programme
management methodologies in reporting to senior managers, ensuring that
progress and key decisions are effectively communicated internally and
externally.
To lead individual service review
projects ensuring compliance with agreed organisational outcomes, processes,
priorities and targets.
To take a lead role within the
agreed workstreams in writing and developing service specifications and
business cases (including costed options appraisals).
Patient/Client
Care
To contribute to any non-clinical
advice that patients may require following a change in service provision or
policy.
To lead work in partnership with
all stakeholders including patients, managerial and clinical colleagues, to
plan and develop services that meet the needs of the population.
Policy
and Service Development
To provide expertise and senior
leadership in translating and implementing relevant national, regional, and
local policy initiatives into service development and transformation work
streams.
To work with internal and external
colleagues to ensure that service providers have the best possible approaches
to clinical and operational management in- place.
To lead the design and test
clinical and care pathways and outcome focussed service improvement projects
ensuring that they deliver quality improvements and are cost effective within
budgetary limits.
To lead the development of service
specifications, pathways, service changes and new services alongside
colleagues including primary care, community services, social care, and
secondary care colleagues, patients and the public, independent and private
sector organisations and third sector representatives.
Finance
and Physical Resources
Significantly contribute to the
effective management of budgets (including the approval of invoices) related
to the agreed workstreams, programmes/projects and associated contracts.
Human
Resources
Provide management and leadership
to staff who may directly report ensuring the management of performance,
conducting of appraisals, objective setting and handling any issues in
accordance with organisational policies and procedures.
Contribute to the management and
operation of the team and Directorate, participating where appropriate in key
initiatives to ensure high organisational performance is achieved.
Information
Resources
Ensure that all outputs (including
project/programme management documentation) are accessible to staff and are
stored in accordance with the ICBs requirements for information governance.
Research
and Development
Contribute to the commissioning of
local audit/evaluation in identified areas of responsibility integrating
outcomes into local strategy and policy.
