Job summary

The Public / Population Health Modelling Lead plays an essential role in the recently established Population Insight Business Unit (part of the Strategy, Planning and Programmes Directorate).

This is a new role and the post-holder will be responsible for working across Health and Care organisations in Leeds and collaborating with the Leeds Office of Data Analytics (ODA) to research, analyse and interpret data to inform decision-making, strategy, and to advise on the implementation of priority interventions that promote better health outcomes across Leeds.

The role involves collaborating with multidisciplinary teams in collecting, managing and applying both data and insight from local and national sources, and then communicating evidence-based findings to stakeholders to influence key system decisions.

The ideal candidate will have a strong analytical background and a proven ability to apply analytical insight to complex, real-world challenges. As a senior role within a new Business Unit, this position also presents an excellent opportunity to shape and inform the culture, skills and ways of working of the team.

Main duties of the job

You will lead on the development and delivery of our Population Insight agenda to guide strategy and influence decision-makers in responding to questions such as:

1. Where are the greatest opportunities to improve health and wellbeing outcomes in Leeds?

2. How might our populations health and care needs look different in the future?

3. Which groups within our local population are using unplanned care services at a higher rate than expected?

4. Which conditions should we focus on if we wanted to increase early identification and intervention?

Working closely with the ODA and specifically the Public Health Intelligence team, you will

Provide leadership and support to intelligence staff in statistics, analysis and evidence-based decision-making

Conduct literature reviews and qualitative or quantitative research

Analyse and interpret complex, linked and unlinked health and care data sets, including the Leeds Data Model

Create models and insight that support decision-making, drawing on statistical tools to identify trends and correlations.

Provide expertise and input in the development of business cases/value propositions

Communicate the results of highly complex and sensitive analyses to a variety of audiences

Help define and articulate problems and options to address them, manage projects and work effectively within a matrix team structure with multiple points of accountability
