Job summary

WY ICB, Bradford Place have an exciting opportunity for a 12 month full time FTC or secondment opportunity Programme Manager who is enthusiastic about the prospect of improving the lives of people with LD and Autism to assist with reducing inequalities for cervical cancer screen within these communities. We are looking for an experienced Programme Manager with a LD qualification to lead on this innovative and transformation programme. Within our area there is a need to develop and deliver a dynamic, sustainable and resilient clinical pathway/model to overcome barriers to cancer screen that people from the identified communities may face.

It is a great opportunity for someone who has experience of Project and Programme Management within a health care setting with a skill set of clinical pathway development, undertaking change management, knowledge of Primary Care. Some working experience or knowledge of the cancer agenda would be advantageous. You will also have excellent organisational personal and interpersonal skills and must be able to effectively engage with stakeholders at all levels and with various organisations throughout our system. This also extends to specialist communication skills with service users, families and carers.

You will be expected to work with GP Practices across Bradford District and Craven and also with the LD and Autism communities. It is anticipated that there will be a large amount of travel across our network to fulfil the programme requirements.

Main duties of the job

The 12 month funding also includes a part time Support Manager to assist you in the development of a model that will help to reduce inequalities, improve outcomes and make the best use of resources available.;

The postholder will ;

Data cleanse clinical systems to identify accurate statistics for data capture and monitoring. This will include LD register and Best Decision Making refresh.

Analyse, interpret and present data and information from a variety of sources into a format that is consistent, accurate, relevant and appropriate for use by a variety of audiences.

Organise and deliver education sessions to GP Practices which will include identification of reasonable adjustment requirements in the practice to help overcome barriers; specialist communication skills on how to interact and communicate clinical matters with someone who has LD/ Autism; making a best interest decision; development of accessible information, tools and resources.

Develop systems and pathways to alleviate barriers to accessing healthcare services.

Organise and deliver community engagement sessions with people, friends, families and carers from Learning Disability and Autism communities to help promote a greater understanding of the cervical screen and aim to alleviate worries and concerns people may have and overall encourage uptake.

Provide hands on programme and project management to ensure successful delivery of the programme objectives within a 12 month timeframe.

  • Collaborative partnership working across a large spectrum of organisations and communities, building strong relationships to enhance the BD&C Act as One philosophy to assist with improving quality and outcomes across the Cancer Cervical Screen pathway and reducing inequalities agenda and improve patient experience.
  • Link at strategic levels with Bradford District Care Trust, West Yorkshire and Harrogate Cancer Alliance, and NHS England cancer and screening leads for specialist advice and support as necessary to ensure delivery of transformational change within the programme.
  • Represent BD&C ICB through engagement with local and regional networks to ensure external factors are considered in planning, transformation and delivery of change.
  • Develop and deliver education packages to Primary Care Teams and LD and Autism community Groups throughout BD&C geographical area.
  • The postholder will be required to ensure the implementation of tools and techniques are delivered effectively to the various groups and that a training resource is available to ensure ongoing education is available once the project has been completed.

  • Identification of reasonable adjustment requirements in GP Practices to help overcome barriers including mobility issues & need for desensitisation.
  • Develop a process for specialised initial invites and follow ups of non-responder with accessible invitation letters and phones calls for people with LD and autistic people.
  • Make judgements on a range of highly complex issues relating to the function, using own expertise and responsibility level.
