Job summary
The Digital Programme Manager has a critical role within the ICS and carries a significant degree of autonomy, together with the forthcoming appointment of a new CDIO these roles will provide a renewed focus on digital strategy and innovation
Lead a team, embedding best practice processes and providing appropriate management controls to ensure that the portfolio is governed effectively and successfully delivers the West Yorkshire Digital Strategy and vision
Be accountable for the implementation and delivery of governance and reporting processes to provide assurance to all stakeholders
Use the highest level of communication and interpersonal skills to present and receive highly complex, sensitive and highly contentious information to a wide range of stakeholders with possibly strong opposing views in a formal setting where there are significant barriers to acceptance of change
Lead and drive strategic change and use appropriate skills to ensure benefits are identified and realised in line with the ambitions. Taking a matrix approach to programme management, working with individual organisations across the WY ICS, will require a genuine understanding of and commitment to improve digital services across all sectors of health and care
Ensure that the WY ICS is able to fully benefit from any national or regional digital initiatives, including identifying opportunities, reviewing and supporting associated bids
Main duties of the job
Provide leadership for the digital programme, working jointly with the CDIO, CIOs, CCIOs and SRO to drive transformational change across the system
To lead and co-ordinate the production of the digital programme action and delivery plan to ensure delivery of the vision outlined in the Digital Strategy
Continue to develop and implement tools to measure both quantitative and qualitative metrics about performance of programmes and projects
Working within the overall strategic objectives, devise, implement and monitor short-, medium- and long-term strategy, clearly identifying links to national, regional and local priorities and policy objectives and co-ordinate the associated work programme with all key stakeholders. Evaluate, interpret and locally implement best practice
Ensure that all projects have identified benefits and that these are delivered as part of the project implementation. Robustly challenge programme/project slippage and secure recovery action plans with assigned accountabilities. Ensure that the digital programme is meeting its obligations concerning Data Protection and Information Security as well as other National standards.
Hold budgetary responsibility for a major delivery area and the services provided as part of this, including evaluation of value for money of new contracts; budget setting; monitoring the performance of existing providers; ensuring that performance aligns and complies with contractual terms and conditions.
