All director-level roles in the integrated care board (ICB) share the common purpose and responsibility for planning and allocating resources to meet the four core purposes of integrated care systems (ICS); to improve outcomes in population health and healthcare; to tackle inequalities in outcomes, experience and access; to enhance productivity and value for money and to help the National Health Service (NHS) support broader social and economic development.
The specific purpose of the role of place director is pivotal to the development and success of each of the three integrated areas across Cornwall and the Isles of Scilly (CIOS). This role will be a convenor at place and enable the development, of services that are crucial to the resident populations across the ICA's and across CIOS. The role will also be responsible for the delivery of outcomes at place. The place director role is multi-faced and will encompass multiple elements to ensure the purpose of the role is delivered.
Working with your local clinicians and other ICS forum partners, you will be responsible for influencing and contributing to the ICB plans and wider system strategies of the ICS, through your ICA, with the aim of driving innovation in clinical outcomes, reducing health inequalities and achieving better life outcomes across the ICS
Main duties of the job
You will act as an independent convenor of the own local ICA forum and ensure the great ICA collaborative work and cultures already developed, are enhanced and built upon. As part of this role you will ensure that there is strong robust clinical leadership at place and that this is integrated with a system wide approach to clinical leadership.
You will develop, support, and encourage the ICA forum to think differently about how more inclusive place-based services can be delivered and support the development of the delegated services coming from NHSE/I such as pharmacy, ophthalmology and dentistry.
You will work with other ICB executive / senior colleagues to oversee the quality of all health services delivered in your ICA area, including implementing a safer and just culture, safer systems and safer care. You will ensure there is local clinical input including robust and considered challenge, into ICA decision making at all levels. You will work with the ICB executive team to ensure that your ICA can be empowered to commission and oversee service delivery by providers of health and care local services in your area.
As the commissioner you will hold these providers to account for delivery and take proactive action with providers where necessary, to assure the ICB executive, the ICB committees and ICB board that delivery plans from providers are on schedule, achieving the quality metrics set, to time and achieved in partnership across the ICS and the ICA as needed.

- Educated to masters level in a relevant area of academic practice with in depth additional expert knowledge in specialist areas/subject matter expertise in a number of relevant disciplines or equivalent experience working at a commensurate senior level
- Previous experience of a senior role in commissioning
- Substantial experience of working at senior leadership level (likely to be at board, or deputy/senior leadership team with organisational wide responsibilities and / or senior leadership role with system wide responsibilities) in health care or local government or other relevant / transferable sector experience
