Job summary
CIOS ICB is an Integrated Care Board. The Health and Care Bill, currently going through Parliament, sets out plans to put ICSs on a statutory footing, empowering them to better join up health and care services, improve population health and reduce health inequalities.
The current proposals mean that each ICS would be led by an NHS Integrated Care Board (ICB), an organisation with responsibility NHS functions and budgets, and an Integrated Care Partnership (ICP), a statutory committee bringing together all system partners to produce a health and care strategy.
Subject to the views of Parliament, it is expected that these measures will come in to effect in July 2022. Therefore, the NHS locally, regionally and nationally is now preparing for implementation of the bill, including appointing to the senior roles within each NHS ICB.
Main duties of the job
The role of integrated care area (ICA) managing director is a pivotal role in the success of each of the three integrated care areas in Cornwall and Isles of Scilly (CIOS). This role will enable the development, at place, of services that are crucial to the resident populations across the ICAs and across CIOS. The role will be responsible for the delivery of outcomes at place. The managing director role is multi-faceted and will encompass multiple elements to ensure the purpose of the role is delivered.
The role will fulfil the link between the ICAs and the ICB and will require someone who can work across organisational as well as geographical boundaries, to understand and be able to talk on behalf of the other ICAs should they be required to.
The role requires someone who is innovative and will support the delivery of evidence-based approaches to innovation. It requires someone who understands the importance of population health management and metrics and who can support the development of innovation based on those metrics.
The role will encompass multiple functions and as such the person will need to be able to recognise the right approach for the right audience.

An ICB is intended tobring the NHS together locally to improve population health and establish shared strategic priorities within the NHS, connecting to partnership arrangements at system and place.
There are a number of key partners involved in our system including NHS England, NHS Trusts, primary care networks, local authorities, fire, police, voluntary, third sector and independent organisations. CIOS ICB also has vital relationships with other systems across the south-west peninsula.
Development of trusted relationships to support collaboration will be essential to the success delivery of our plans to improve outcomes for our people in CIOS.
