Job summary
An exciting
opportunity has arisen for a highly motivated individual with excellent
programme management and leadership skills and experience to deliver a programme
of work that is improving survival rates for people with a cancer diagnosis and
enabling prevention of cancer. This is a key role within the Dorset Cancer
Partnership.
The Dorset Cancer Partnership is part of the Dorset
Integrated Care System and brings together cancer resources across Dorset to
work as One Cancer Service improving patient pathways across providers. This
includes all statutory healthcare and local authority services with strong partnership
working with the Wessex Cancer Alliance, voluntary organisations and patients.
The Programme Manager role strategically manages and
delivers the Cancer Prevention and Early Detection Programme of which the main
aim within the NHS Long Term Plan is to improve cancer survival through
diagnosing at least 75% of cancers at stage 1 and 2 (early stage) by 2028. The
programme is also working to prevent cancer in the Dorset population, and has a
focus on reducing health inequalities. There is strong clinical leadership and
an established Programme Board supporting delivery of the plan.
Main duties of the job
In order to be successful
in this position you will need to have relevant experience of working
effectively across organisational professional boundaries in complex
organisations, with excellent programme management and leadership skills to
nurture relationships and deliver change in politically sensitive environments.
We are looking for someone who can effectively transfer complex and sometimes
conflicting information into a plan that is supported by partners and delivered
to achieve the improvements to earlier detection and prevention of cancer. A full induction programme with ongoing
training and support will be provided.
This is a fixed term
contract for 12 months to provide maternity cover. The post holder will work at
both Canford House and Vespasian House with some working from home. Travel to other locations such as UHD, DCH,
Southampton and GP Practices may be necessary but infrequent. The Dorset Cancer
Partnership is responsible for improving cancer services across Dorset, and
this post will be part of a small, friendly and successful team working on a

Partnership (DCP), which was set up in 2016 to bring together all partners
involved in the commissioning and delivery of cancer services in Dorset.
Members of the DCP include cancer patients and carers, Dorset County Hospital
NHS Foundation Trust, University Hospitals Dorset NHS Foundation Trust, Dorset
HealthCare, NHS Dorset and voluntary and community sector organisations. The
DCP vision is:

The programmes of work within the DCP are Cancer Prevention and
Early Detection, Faster Diagnosis, Treatment, Personalisation, End of Life and
Palliative Care, Cancer Information, IT and Workforce. This role strategically
manages and delivers the Cancer Prevention and Early Detection Programme of
which the main aim within the NHS Long Term Plan is to improve cancer survival
through diagnosing at least 75% of cancers at stage 1 and 2 (early stage) by
2028. The Programme is also working to prevent cancer in the Dorset population through
reducing smoking and obesity rates. This is an established Programme working to
meet this ambitious aim with partners in the Dorset Integrated Care System, and

Prevention and Early Detection Plan and the National Targeted Lung Health Check
programme this will be going live in Dorset imminently. The post holder will
be responsible for overseeing the implementation and mobilisation of this system-wide
service; working closely with a wide stakeholder community that includes senior
clinical and managerial leaders.
JOB PURPOSE
- To undertake a strategic management role for the transformation
of services delivering implementation of the Dorset Cancer Partnership
Cancer Prevention and Early Detection Plan.
- Implement and monitor the new Targeted Lung Health Check
service in Dorset.
- Accountable for successful delivery of allocated programmes and
projects and responding to challenges and changes as they arise through
the programmes of work.
- To ensure that transformation plans are developed, maintained
and delivered to support effective service transformation, improvement and
redesign in partnership with Dorset Cancer Partnership partners.
- To keep up to date with research and innovation in Cancer
Prevention and Early Detection and to lead on transfer of knowledge into
practice.
- To work closely with colleagues across clinical teams and with
patients and the public to deliver a structure and approach to transformation
at pace.
- Engaging with a range of providers in primary care, community,
secondary care, community and voluntary sector and local authority to
ensure service transformation meets needs and has a significant impact on
patient outcomes in line with the Cancer Prevention and Early Detection strategy.
- To lead and participate in whole systems service transformation
projects working closely with ICB partners, to ensure system working and
maximum impact from transformational programmes of work.

users in the development and review of services, clinical pathways and new
models of care as part of a co-produced approach.
