Personal Health Commissioning Who are we?

We are a team within NHS Dorset ICB that undertakes assessments, reviews and sources care for individuals eligible for Continuing Healthcare, Funded Nursing Care, Joint Funding, Section 117 Aftercare, Complex Rehabilitation and Children and Young Peoples Continuing Care.

We have opportunities available in the West (Dorchester) for the following roles: B6 Commissioning & Contracts Officer Commissioning & Placements Team

Main duties of the job

What will I do in this role?

You will work in a supportive commissioning team who passionately care about securing care for individuals. Line management is part of your responsibility, and you will be expected to develop and motivate those reporting to you.

Your day-to-day role will include working with providers, negotiating prices, creating contracts, drafting specifications and supporting the Commissioning Manager with projects with the opportunity to lead some of these. You will manage providers performance and conduct service level agreement meetings.

You will understand data to identify trends and work with the Local authorities to align commissioning approaches.

What qualifications do I need for this role?

You need a good level of education and be able to demonstrate a high level of accuracy. Strong written and verbal communication skills are essential.

What experience do I need for this role?

You will have some prior experience of working within commissioning. We would love to hear about some examples of what you have done in your previous commissioning roles and it would be great if you have previously line managed too.

Job responsibilities

JOB PURPOSE

To manage Personal Health Commissioning (PHC) commissioning and contracting ensuring that an effective partnership approach is taken to commissioning and contracting and supporting the delivery of clinically appropriate and cost-effective care for PHC eligible adults.

The post holder will work with PHC Managers to ensure that individuals receive high quality care from providers. Where appropriate taking the lead in contract monitoring processes, liaising with Local Authority partners, CQC and any other stakeholders.

The post holder will, in conjunction with the PHC Commissioning & Placements Team, develop and implement closer working arrangements between NHS Dorset and its partners, including the Local Authority and independent care providers. Where appropriate, the post holder will lead work with partner agencies to develop robust joint commissioning and contract monitoring arrangements.

To apply NHS Dorset's quality and value framework in the commissioning of new and existing PHC care packages.

Engage the care market and to develop new and ongoing business opportunities and relationships with Dorset and out of county care providers.

To seek cost savings wherever possible by undertaking negotiations with providers for complex PHC care packages and residential placements.

To search and drive forward improved functionality and efficiencies within the PHC team in relation to procurement and commissioning.

To produce specifications for PHC services and contract tenders liaising with a wide range of stakeholders in a variety of settings both verbally and in writing.

Overall responsibility to support and administer NHS Personal Health Commissioning and contracting processes for NHS Dorset (ICB).

The post holder will manage non care contracts, including the performance management of those providers through contact and service level agreement meetings.

The post holder will be responsible for the issuing of new NHS contracts on behalf of PHC, and working with the Local Authority, where appropriate on the provision of joint contracts and managing processes to completion.

POST SPECIFIC, TASKS AND OBJECTIVES

COMMUNICATION AND RELATIONSHIPS

  • Build effective relationships with local and national partners.
  • The post-holder will be required to use mature communication skills when establishing Contract, Service Level Agreement and monitoring of provider performance.
  • To make presentations to groups of staff and key partners having the ability to explain, motivate and enthuse.
  • To develop an appropriate range of methods which facilitate the involvement of clinicians and where relevant, patients and the public in commissioning priorities and decisions.
  • Using well developed interpersonal skills when negotiating with providers with regard to appropriate care package fees.
  • Build effective relationships with support teams within NHS Dorset such as information and finance.
  • Demonstrate a commitment to cross functional and cross organisational working.

ANALYTICAL AND JUDGEMENTAL:

  • The post holder will need to be able to make judgements involving complex facts or situations, which require the analysis, interpretation and comparison of a range of options.
  • The post holder will need to be aware of and understand national and local strategy and policy and be able to interpret and make judgement on various situations taking account of these strategies and policies in order to determine the correct course of action. This will be particularly relevant as many queries will have more than a straightforward choice of options.

PLANNING AND ORGANISATION:

  • Monitor demand and anticipate future need, implementing solutions to manage capacity.
  • Work with the PHC Commissioning & Placements Team to develop detailed service specifications for each service provision as part of contract monitoring including quality, performance and risk management schedules specific to each service provider.

PHYSICAL

  • The post holder will be required to use advanced keyboard skills. Extensive travel across the Dorset County and occasionally out of area will be required.

PATIENT AND CLIENT CARE:

Ensure robust mechanisms are in place to monitor and review providers who deliver:

  • In county care placements and care packages
  • Out of County placements
  • Non-Care Contracts

Work with local partners to maximise the benefits of joint working ensuring the development of innovative patient centered service redesign.

POLICY AND SERVICE:

  • Develop and performance manage contracts with provider organisations which are in line with NHS Dorset and PHC commissioning frameworks.
  • Develop a detailed understanding of areas of policy development associated with areas of responsibility agreed with the Senior PHC team.
  • Support the PHC Commissioning & Placements Team to develop and implement a robust commissioning framework for Continuing HealthCare.
  • Work with childrens continuing care staff to ensure robust transitional arrangements for young persons transferring from children to adult services are in place.
  • Support NHS Dorsets Quality Team in working with relevant provider organisations to ensure robust implementation of clinical quality improvements.
  • Support the Corporate governance agenda within NHS Dorset and contribute as necessary on elements of control assurance as requested.

FINANCIAL AND PHYSICAL RESOURCES:

  • To support the senior team in closely monitoring the financial costs and activity within PHC Contracts.
  • Provide, where required, information on finance performance to PHC and NHS Dorset managers, presenting regular updates on providers financial performance.
  • Work with PHC Commissioning and Operational teams to develop, negotiate and agree service level agreements with a range of providers to ensure capacity to achieve key targets and best value for NHS Dorset.

INFORMATION RESOURCES:

  • To provide PHC Commissioning managers and senior team with regular reports on SLA performance for contracted services
  • To support the provision, monitoring and analysis of information against commissioning and quality standards.

RESEARCH AND DEVELOPMENT:

  • Review PHC services in order to ensure that they are meeting patient need, providing a quality service in the most cost-effective manner, adding value to NHS resources.

FREEDOM TO ACT:

  • To lead on designated contracts, operating independently on decisions to be made within the guidance of operational policies such as Quality and Value framework and World Class Commissioning guidance.
  • To attend or chair partnership work groups setting terms of reference and operating independently within the terms of reference and remit of the group.
  • Take swift and effective action to address performance and service issues directly with the providers.
