Job responsibilities
The Digital Transformation Lead will focus on the next stage development of the Local Maternity and Neonatal System (LMNS) digital strategy in line with the Dorset Integrated Care System (ICS). They will provide senior change leadership and process redesign expertise to influence, drive and deliver measurable transformation. This is a key role enabling delivery of Dorset LMNS’s overall strategic direction for digital transformation.
The post holder will lead the digital transformation activities across Dorset LMNS services to realise the benefits of the Digital programme. The post holder will manage the realisation of programme benefits, help trusts embed the digital capabilities into maternity “business as usual” and facilitate business change to exploit these digital capabilities. This key role raises the programme from simply delivering a digital tool to enabling transformation of LMNS services as envisioned in the national Maternity Transformation Programme.
The post holder will support the LMNS with the embedding of processes, policies and procedures across the System Partners and seek to continually improve the ways of working of Digital in the NHS in Dorset, across the system and in all NHS organisations.
Working closely with the Chief Information Officers and leadership teams across the System, to play a crucial role in improving and transforming services to reduce the burden on clinical time by using a digital first approach.
The post holder will professionally lead a programme of complex service improvement initiatives through a high degree of motivational skill, working closely with colleagues at all levels across Dorset, clinical and non-clinical.
Expert in change management, the external and internal environments. They must be able to encourage and enthuse others to adopt and adapt to change at many levels, from local department improvements to broad implementation of national initiatives and directives.
POST SPECIFIC, TASKS AND OBJECTIVES
Leadership
· As transformation lead, the post holder will be responsible for leading and ensuring demonstrable and sustainable improvements are achieved and fully delivered.
· Support the development of a common, digital maternity strategy across Dorset LMNS. Take responsibility for specific strands of strategic development, feeding into wider LMS strategy and visions.
· To work with key stakeholders to develop a vision for the future of service provision in the related programme of work that considers national and local strategy.
· The post holder will work closely with colleagues across NHS Dorset, LMNS, local service providers, GP Practices, and other key stakeholders in collaboration with colleagues to deliver of the digital maternity strategy.
· Proactively lead, plan, and implement a programme of service redesign projects within and across Dorset LMNS and into the ICS.
· To lead the development and track the progress of business cases, to include the prioritised components of the PMO process supported by relevant market and financial analysis and provide implementation plans for strategic and system wide initiatives including clinical and business model design.
· Working closely to Dorset LMNS key stakeholders and Business Intelligence to lead the development of the programme dashboard for benchmarking and assessing performance
· To develop a working knowledge and understanding of the ICS localities, priorities, people, communities, and services.
· The post holder will develop collaborative relationships as needed with internal and external partners across Dorset ICS.
· To implement commissioning plans in conjunction with partners including Primary Care Networks and Acute Trusts.
· To promote and support robust communication and engagement across the Dorset system programmes of work.
· To provide professional leadership support for clinicians and managers to lead significant improvements within the Dorset ICS, across Wessex and the South West, where relevant.
· Improving safety, quality, and patient experience
· Supporting service development to this increasing efficiency and productivity and therefore releasing resources
· Act as a leader for change, ensuring that all activities and plans are effective, fresh and in line with the latest thinking.
· Challenging current historic service delivery models, reassessing their current fitness for purpose given the opportunities presented by the reconfiguration opportunities.
· Influence and work with those responsible for research, scope and develop new opportunities that are required to develop the system wide organisations to ensure national and local development in line with financial envelopes.
· To be responsible for the management and development of staff as required
Programme Delivery and Service Redesign
· To provide expertise in programme planning, business cases and project documentation and programme and project design, operating models, best practice, business models and ways of working.
· The postholder will ensure that benefits and measures are tracked identifying lessons learnt and informing the bid and project prioritisation processes seeking to improve quality and accuracy for future bids. This responsibility will require engagement with other stakeholders.
· Facilitates project and client meetings effectively.
· The post holder is jointly responsible, with the Digital project manager for managing the digital risk, assumption, issues and dependencies and action log.
· Work closely with the senior members of the wider Health and Social Care system to contribute to full business cases and Project Implementation Documents to enable Digital management, implementation, and delivery, including clear analysis of risks and opportunities.
· Make recommendations for the sustainability of programmes/ projects, including wider trust and health economy take-up and adaptation where relevant.
· Develop robust policies to support teams to change practices and ensure achievement.
· Responsible for agreeing project controls (approval points, frequency of project reporting, tolerances, highlight reporting) with the Portfolio.
· Ensure project documentation is complete, current and stored appropriately as defined by the Programme Management Office Governance Strategies.
· Promote and demonstrate continual development and knowledge of all national data standards and policies including the legal requirements of Information Governance, Data Protection and Freedom of Information.
· Required to work collaboratively across the Transformation Team programme when other programmes or projects are in a resource intensive period, providing flexible, varied project support as required.
· Ensure delivery of project plans working closely with directors and senior managers and clinicians in line with the principles of good project management as set out by the Portfolio Management Office.
· Required to make presentations, often communicating information that may cause debate or is sensitive and/or contentious, where some parties may have to receive a lower service level to join an ICS solution. Presentations to Committees, Reference Groups or Partner Exec/Boards and other large influential groups may also be required.
· To ensure that Directors and senior managers and commissioners have the right information and advice to inform effective strategic decision making.
Governance
· In developing and implementing new clinical pathways and services ensure that all proposals are evidence based, clinically effective and value for money.
· To work closely with contracting and performance managers to ensure that intelligence and data is used to inform work programmes and strategic decisions as required. To support the Principal Programme Lead to ensure that relevant data is received and monitored.
· Manages any delegated budget in relation to projects.
· Provide regular reporting as required.
Patient and Public Involvement
· To ensure all service developments are fully consulted upon and that patients and service user representatives have opportunity to contribute to the planning process.
· To ensure that all service developments and commissioned services address both the Equality and Diversity agenda and seek to improve health inequalities.
· To work closely with voluntary groups patient representative groups, and local agencies in developing services.
