This is a senior role within the Strategy and Transformation Directorate of NHS Dorset Integrated Care Board, a Directorate that provides high quality leadership, strategic transformation and planning, and project and programme management. Focussed on delivery and implementation to achieve lasting change across the Integrated Care System. We support inward investment opportunities by leading, co-writing, or supporting the development of integrated care system bids and sourcing the most appropriate funding. We also support the active research and innovation collaboratives, with the intent on bringing the benefits of research to the population of Dorset.

Main duties of the job

The successful candidate will lead in the development and implementation of the ICP (Integrated Care Partnership) strategy and Five-Year Joint Forward Plan to deliver that strategy. Critical will be to engage and work with the multiple organisations that make up the Dorset system: voluntary sector, industry, Local Authorities, academia and health.

The Head of Strategic Planning and Partnerships is a senior role working at the strategic level across organisations in the system and will work as part of an exciting team committed to delivering successful transformational change programmes within Dorsets Integrated Care System to Improve outcomes for our Dorset population.

To be successful in this position, you will need to be a dynamic, innovative and highly collaborative individual with proven senior management experience of delivering strategy and strategic planning across large complex organisations.

You should have relevant and up to date experience and can demonstrate at interview the skills required to work within strategy and strategic planning environments at the strategic level across professional and organisational boundaries.

JOB PURPOSE

As the strategic planning and partnership lead for NHS Dorset, this role will provide senior leadership and management with their own team and across the Dorset system in the development and implementation of the ICP strategy and five year joint forward plan. They will further develop and manage the supporting enabling strategic partnerships for NHS Dorset.

The post holder is accountable to the Deputy Chief Strategy and Transformation Officer, and supports the Chief Executive and Executive Directors, in shaping the future of the ICS. The post hold is responsible for providing strategic assessment, planning and evaluation functions for NHS Dorset, turning strategy into a long term plan and making implementation a reality. They will hold direct responsibility for developing the strategy and partnership teams providing strategic leadership and direct line management functions.

This is a senior role working at the strategic level across organisations in the system and within the wider region. They will lead the development and implementation of the Integrated Care strategy on behalf of the organisation and conducting the long term planning for the system to transform NHS Dorset. This role requires a dynamic, innovative and highly collaborative individual with proven senior management experience of delivering strategy and strategic planning across large complex organisations.

The post holder will be required to deputise for the Chief and Deputy Chief Strategy and Transformation Officers and lead on key items with regard to the Strategic planning and partnerships areas of responsibility representing the team, organisation and system at Board meetings, over sight groups and sub-committees, at organisational, system, regional, and national meetings.

POST SPECIFIC, TASKS AND OBJECTIVES

Strategic Planning

  • Responsible for leading the coordination of NHS Dorset's contribution to the ICP strategy development, implementation, and review.
  • Management of benefits realization framework that will evidence the delivery of the ICP strategy across NHS Dorset.
  • Work with the Chief and Deputy Chief Strategy and Transformation Officers to develop and enable key risks to strategic delivery to be tracked and mitigated.
  • Lead the strategic assessment for NHS Dorset understanding, analysing and gaining insight from across the external, national, regional and local areas. Making assessments on the opportunities/ risks impact and implications for NHS Dorset current policies and plans and where we can influence national agendas.
  • Take the lead for horizon scanning and seeking new opportunities to transform NHS Dorset including the external trends, thinking and developments across international institutions, think tanks, academia and commercial enterprises.
  • Directing further work across the system on the identified opportunities, including working alongside the Research and Innovation Team.
  • Understand and interpret overall health service policy, strategy, assessments, priorities and guidance to inform and influence NHS Dorset and system partners strategies and future plans.
  • Responsible for leading the coordination, development, implementation and evaluation of the strategic five-year joint forward plan working with the Future and Current Operations and Planning Team once Future Strategic Plans have been handed off to Chief Operations Officer.
  • Sensitively and constructively work through barriers to change by developing and delivering a compelling and evidence-based case for change, providing clarity about the benefits, consequences and impact.
  • Support the Chief and Deputy Chief Strategy and Transformation Officer in providing leadership to bring together system stakeholders and partners in the development and implementation of the strategic five year joint forward plan.
  • Support, inform and collaborate with the Deputy Director Performance and Planning.
  • Support the Head of the Portfolio Management Office in developing the portfolio to prioritise, report and review the implementation of the strategic five year joint forward plan. This includes the development of impact assessments, clear timelines, evaluation, challenging and questioning where necessary the information provided.
  • Lead, develop and support individuals and teams; Line Management of Team and support the development of skills and abilities of the Strategic planning and partnerships team.
  • Provide leadership, management and insight to build the capacity of the Strategic planning and partnerships team.
  • Build upon and share best practice, maximising opportunities to learn from others and share work, proactively show casing within the local, national, and regional arenas, the positive progress and achievements made in Dorset working alongside the Communications and Engagement Team.

  • Responsible for leading the conduct of stakeholder analysis of our external partners and provide recommendations on NHS Dorset's approach to strategic relationship management.
  • Support the Chief Strategy and Transformation Officer in development and running of the strategic partnership committee, building strong and influential relationships.
  • In partnership with Head of Communications and Deputy Chief Strategy and Transformation lead on developing and implementing a strategic programme of engagement and partnership working with our key international, national, regional and local stakeholders and communities to engage and inform on NHS Dorsets contribution to the ICP strategy and the strategic five year joint forward plan.
  • Identify, engage and develop meaningful relationships with key stakeholders and partners, engaging and developing contributions from wider stakeholders in relation to development of the ICP strategy, NHS Dorset five year forward plan and identification of future opportunities.
  • Support Deputy Chief Strategy and Transformation Officer in their work with commercial partners, Universities and national public bodies on developing innovative strategies and solutions which underpin the ICS strategy and ICB plan.
  • Facilitate the on-going development of constructive relationships with and between local partners and the ICB working with the Place and Neighborhood Team.
  • Work in collaboration with the ICB Executive Directors and System Leadership teams across the Dorset system.
