Job summary

Are you looking for an opportunity to make a big difference to our NHS and Care Services across the South West?

If so, we are seeking to recruit an experienced and energetic Strategic Workforce Planner

In this role you will have highly effective data and analytical capabilities and be able to apply those skills to workforce planning.

You will be expected to lead on Data Analysis to provide insights from data and be an expert on Data Visualisation and the use of Data and Information to support decision making.

You will use Data and Analytics to support workforce planning. You will be an expert in Data Consultancy, helping stakeholders to make greater use of Data and Analytics.

You will be a key part of the Dorset ICS Workforce Programme Team and will also support Health Education England, South West. The successful candidates will be responsible for providing data analysis and workforce scenario modelling to enable decision making that leads to the development of effective strategic workforce plans that will support changes to the workforce and ultimately improvements to patient care.

Main duties of the job

The successful candidates need to be good communicators but do not necessarily need a background or experience in workforce planning or the health care services. Instead, they will need to be able to demonstrate highly effective data and analytical skills and be able to apply those skills to the workforce.

The role will be home-based with occasional office attendance for team meetings etc. Please also note, that elements of the role may require you to travel to other locations across the county of Dorset, to attend in-person meetings and meet the needs of the service.

This is fixed term, full time role (37.5 hours per week), for a period of 12 months.

The purpose of this role is to improve our workforce planning approach, to help ensure we have the right staff in the right place at the right time to deliver the right outcomes to our population. To do this, the post holder will be expected to:

Support the Dorset system in undertaking operational, multiyear, and other planning exercises

Assist with a data and analytics gap analysis across the health care system in Dorset

Support the development and embedding of data analytics products and tools to support the system in Dorset

Support the development of an integrated planning tool

Support Workforce Planning Training

This role will be accountable and responsible to the Dorset but will also be a part, and work closely, with the regional Health Education England team.

We want to ensure that the workforce has the right skills, behaviours, and training, and is available in the right numbers, to support the delivery of excellent healthcare and drive improvements. Each Strategic Workforce Planner will be embedded in one of our South West Integrated Care Systems.

About your role

Engaging People/Key Working Relationships

Committed to working and engaging constructively with stakeholders

Work effectively to engage with Service Leads and workforce teams to understand issues and priorities across all areas of workforce planning

Operate effectively in a flexible and demanding environment and proactively engage with NHS staff, consultants and contractors working on a variety of topics.

Work effectively with a variety of external consultancies working on other projects and programmes as required.

Provide and receive highly complex, sensitive, and contentious information, presenting information to a wide range of stakeholders in a formal setting.

Can deal with resulting potentially aggressive/antagonistic situations.

Nurture key relationships and maintain networks internally and externally, including regional networks.

Link across all Departments, including Finance, Planning, HR and Clinical operational leads to address inter-dependencies and ensure alignment.

Delivering Results/Functional Responsibilities

Operational: 

Engage and liaise with key stakeholders placing particular emphasis on:

Supporting the delivery of day-to-day activities and projects

Driving delivery of a range of business initiatives and projects

Supporting the identification and sharing of best practice

Delivery of planning, data and analytic support

Supporting the portfolio of initiatives in demonstrating value for money for the current spend through tracking, managing and delivering agreed benefits.

Priorities will be set within the first weeks of the role by each Integrated Care System in conjunction with HEE who is overseeing this initiative.

Project Management:

Develop comprehensive, cohesive and operationally sound workforce plans

Pro-actively manage stakeholders responding to and resolving conflict between different stakeholders through facilitation or other appropriate mechanisms when this arises

To lead the delivery of project plans, identifying risks, issues and dependencies, considering best practice and current options and ultimately making decisions in the best interest of the project.

Be responsible for a high standard of work supporting the delivery of projects on time to quality standards and in a cost-effective manner. Maintain the project initiation document and associated plans with regular team meetings to monitor progress and resources

Ensure the flexibility of the project if required to meet conflicting/changing requirements

Be responsible for the planning and organisation of numerous events/meetings. Ensure that communication tools are used to their maximum value for circulating the minutes, agenda and presentations in a timely manner

Demonstrate effective stakeholder management across different departments and at all levels.

Support other project managers, data and analytics colleagues as and when required.

Consider the impact of any change the project will have on the business and oversee handover of any projects to ensure full ownership and buy-in within the business.

Ensure that the projects maintain business focus

Information Management:

Produce reports as required for the Head of Department to support delivery

Collate qualitative and quantitative information as required and lead appropriate analysis to develop robust business cases and contribute to project ‘products’

Analyse, interpret and present data to highlight issues, risks and support decision making.

Research and Development:

Plan, develop and evaluate methods and processes for gathering, analysing, interpreting and presenting data and information.

Deliver projects to comply with key performance indicators.

Co-ordinating Research & Development initiatives as appropriate.

Planning and Organisation:

Contribute to the strategic planning of Team projects, identifying interdependencies across projects/functions, potential impacts on the wider organisation, resource requirements and building in contingency and adjustments as necessary

Contribute to the development of performance and governance strategies and the development and implementation of improvement programmes, in accordance with Clusters and Sector priorities.

Alongside commissioners and operational managers, proposing and drafting changes, implementation and interpretation to policies, guidelines and service level agreements (SLAs) which may impact service

Propose changes to own function making recommendations for other service delivery

Deliver against agreed objectives and achieve quality outcomes

Implement changes and innovation to own project and work areas and propose recommendations for more effective delivery for supporting areas.
