In this role, you will be supporting the development
and delivery of the objectives of the Dorset Integrated Care Board and wider Integrated
Care Partnership strategy, both of which are aimed towards really making a
difference for the people of Dorset.
As a member of the Strategic Commissioning and
Place Directorate's Senior Leadership Team, you will have an opportunity to
lead on and shape the work we do, working alongside our partners and with our
communities to deliver on our collective objectives and work programme across
the system.
The Deputy Chief Officer for Commissioning will have
responsibility for supporting and enabling you in this role.
The Deputy Director of Strategic Commissioning role has been created to lead the design and delivery of new commissioning arrangements required as a result of the creation of the ICB. As part of our new ways of working, we want a commissioning function that is based on modern approaches to commissioning in the design and delivery of integrated services, based on outcomes, services in communities and a whole system approach to the design and delivery of new health, care and wellbeing services.
Main duties of the job
Key areas of responsibility include:
- Being the responsible lead for all delegated
commissioning arrangements for primary care and specialist services, as well as
NHS Dorset commissioned community services.
- Support as and when required operational oversight of
NHS Dorset's Lead Commissioner role for the South West Ambulances Service
- Providing strategic and operational leadership for
joint commissioning with Local Authority partners, working alongside NHS
Dorset's Deputy Directors of Place colleagues and as part of future place-based
partnerships as they develop and evolve
- Being NHS Dorset's responsible commissioning lead for
the Better Care Fund, working with and having oversight of agreed commissioning
arrangements for services included within these plans
- Being the responsible lead, and working with planning
and performance colleagues, to ensure that all community-based contracts are
managed and monitored effectively and in line with agreed organisational
operating procedures and processes
- Championing and ensuring that the commissioning cycle
approach is effectively used as new services are developed and/or services are
re-commissioned

Primary
Care, Community, and Specialist Commissioning
- Working with internal
ICB colleagues and partners across the South West region and provider
representatives in Pharmacy, Optometry, Dentistry services, to further develop
and deliver new strategic commissioning and governance arrangements for these
key services.
- Ensure the effective contract
management of primary care services, including quality assurance and working
with regional NHS England teams, to develop innovative and efficient frameworks
to incentivise quality improvement and transformation.
- Work with partners to adopt
innovative practices to support the management of demand and efficiencies, such
as the use of technology, workload optimisation tools, quality improvement
techniques and approaches.
- Support service development and
recommend commissioning approaches that tackle unwarranted variation across
Dorset.
- Ensure that primary care workforce
are included in system plans, working with system colleagues, especially the
Primary Care Training Hub.
- Work with Dorset
General Practice Alliance, the Wessex Local Medical Committee to ensure that
there are sustainable general practice services for the future. This will
incorporate the development of integrated neighbourhood teams and supporting
model of care.
- Ensuring that all
primary care service improvement and transformation programmes of work are in
line with agreed ICB forward plan priorities and will contribute to achieving
our ICS ambitions.
- Having responsibility
and oversight of community-based contracts, ensuring that these are managed and
monitored effectively.

NHS Dorsets commissioning role any new community service and/or re-procurement
ensuring that all national requirements, guidelines and regulations are adhered
to.

of arrangements for the safe transfer of responsibilities for Specialised
Commissioning that will be delegated from NHS England. You will be required to
build strong relationships and work closely with all regional, local and
provider partners to design and develop appropriate commissioning arrangements

for mobilising ICB resources in support and leading working groups and
discussions with local and regional colleagues to ensure effective delivery of
delegated specialised commissioned services.
SW Ambulance Service Commissioning
- Supporting as and when
required operational oversight of commissioning for the South West Ambulance
service, ensuring that we deliver our responsibilities as Lead Commissioner on
behalf of the seven South West ICBs.
Joint Commissioning
- Providing strategic and
operational leadership for joint commissioning with Local Authority partners,
working alongside NHS Dorsets DCCO and Deputy Directors of Place to identify
and develop joint commissioning strategies and operational alignment of
Agreements.
- Being NHS Dorset's
responsible commissioning lead for the Better Care Fund, working with and
having oversight of agreed commissioning arrangements for services included
within these plans.
Outcomes Based Commissioning

Working with the DCCO, support
the work needed to develop outcomes-based commissioning across the ICS.

Working closely with all internal
and external partners, stakeholders, the public and patients to help consider, design
and develop options and approaches to outcomes-based commissioning, running
workshops, events, and other engagement approaches to gather insights and build
