Job summary

BLMK ICB is looking for a dynamic and experienced professional to head our Compliance and Regulatory functions.

You will lead, manage and develop the compliance and regulatory functions of the BLMK Integrated Care Board (ICB).

You will manage and collate the evidence for any Regulatory Inspections of the ICB including, but not limited to CQC, OFSTED, NHS Resolution (CNST) , JTAI ,SEND as well as lead/host the inspectors during the inspection(s), reporting back to the ICB. Working in partnership with quality and safeguarding leads and other subject matter experts.

You will lead in developing the response to the CQC's Inspections of Integrated Care Systems.

You will liaise with all providers and Local Authorities to gain assurance of compliance and readiness for their own Regulatory inspections and work closely with Compliance Leads, Governance Teams and other partners across the system, to support providers of the readiness for inspections, and escalate any providers of concern including internal and external audit as required.

You will develop working relationships with the regulatory relationship managers across the system including CQC, NHS Resolution and OFSTED.

Main duties of the job

Lead, manage and develop the compliance and regulatory functions of the ICB including:

  • CQC inspection ICS (Well-led; Integration and Quality & Safety Domains)
  • OFSTED
  • SEND
  • Joint targeted Area inspections JTAI
  • NHS Resolution (CNST)
  • LMNS - Saving babies lives
  • Provider Quality Accounts

Lead the development and implementation of:

  • ICB organisational policies, systems, and processes to support the delivery of the compliance and regulatory agenda including risk oversight.
  • Information systems for collecting, evaluating, and interpreting large volumes of evidence in preparation for inspections.
  • Action plans and transition milestones to address areas of non-compliance, providing assurance to the ICB Accountable Officer on delivery, working across the ICB and wider System to gain input into, and ownership of the action plans via organisational governance frameworks.
  • Mock inspections to prepare the ICB, ensuring any learning is embedded into ICS policy and process. In addition, support mock inspections occurring within system providers, care homes, primary care and Local Authorities.
  • Robust governance arrangements, respecting individual organisation's governance frameworks.
  • Maintaining oversight and preparing the ICB for Partner Inspections where the ICB has a role to play, such as the Local Authority Peer Review or Local Government Association Reviews.

  • Educated to masters level in relevant subject or equivalent level of experience of working at a similar level in specialist area
  • Member of a relevant professional body

Experience

  • Highly developed understanding of the Care Quality Commissioning Regulatory Framework and/or OFSTED and/or SEND compliance, underpinned by knowledge and experience/application of the relevant regulations at a senior management level
  • Proven and significant leadership experience.
  • Significant evidence of continued professional development
  • Demonstrated expertise in a Healthcare environment
  • Significant management experience at senior level in the NHS or other public healthcare related industry
  • Proven Board level experience of leading and delivering complex change and strategy development programmes in a politically sensitive and complex environment
