Job summary
Are you a dynamic and enthusiastic GP with
experience in the area of Safeguarding Adult and Children, and would like to
develop more experience and skills in working at a strategic and system level? NHS
Somerset Integrated Care Board, (Somerset ICB) is providing the exciting opportunity
for a Named GP Safeguarding Adults and Children.
This is a substantive post for 4 sessions per week.
The successful applicant will work
closely with, be a welcome part of and be fully supported by the Somerset ICBs
friendly, enthusiastic and dedicated safeguarding team.
The
ideal candidate will be committed to developing expertise in the area of
Safeguarding Adults and Children and have a desire to further develop their safeguarding
leadership role at a strategic and system level. A key element of the role is working with GPs,
Primary Care Staff and GP Safeguarding Leads on issues relating to the
protection and safeguarding of children and adults at risk.
The nature of this role involves working with a range of stakeholders to support the best outcomes for people in Somerset who are experiencing abuse and neglect. This includes providing leadership and expertise from a Primary Care perspective to the Somerset Safeguarding Children Partnership (SSCP) and the Somerset Safeguarding Adult Board (SSAB).
This post is based at NHS Somerset ICB HQ - Wynford House, Lufton Way, Yeovil, Somerset, BA22 8HR.
Main duties of the job
The ICB operates an agile
working policy with all staff being expected to work from Wynford House for at
least part of their working week. Please
also note that elements of the role may require you to routinely travel to
other locations across the county of Somerset, to attend in-person meetings and
meet the needs of the service.

Purpose of the role
This
post is designed to give clinical leadership in relation to the safeguarding of
children and adults across Somerset. Each clinical lead will be responsible for
a specific clinical area and will work closely with local people, their
families and carers, other GPs, health care providers and other health care
professionals to ensure that high quality, accessible health care services are
delivered within the particular clinical area. The post holder will be the
Named GP for Safeguarding Children and Adults, working as part of NHS Somerset integrated
Care Board (ICB) and covering Somerset ICB member
practices. The specific clinical area will be safeguarding children and adults.
This specialist safeguarding role includes:
- Acting as clinical lead for safeguarding
in Primary Care
- Contributing to the safeguarding element
of provider assurance visits
- Taking responsibility for discrete and
specific pieces of safeguarding work as required.
The
Named General Practitioner (GP) for safeguarding children and adults will
support all activities necessary to ensure that the organisation meets its
responsibilities to safeguard children, young people and adults at risk of or
experiencing abuse or neglect. The Named GP is responsible to and accountable
within the managerial framework of the employing organisation at
all times and in relation to the roles and responsibilities listed within this
job description. This includes working in accordance with all relevant legislation

To act as the Named GP for

provide expert advice and support to GPs and Primary Care Staff on issues

Key responsibilities of the role
- To provide expert advice and support to
GPs and Primary Care Staff on issues relating to the protection and
safeguarding of children and adults at risk.
- To provide training for general practice
through face-to-face e-learning support and contributing to level 3 training.
To contribute to the developments of training packages
- Establish training framework for primary
care in relation to safeguarding adults and children and oversee its
implementation.
- To work collaboratively with, the
Designated Nurses for Safeguarding Adults, Children and Children Looked After,
the Associate Director of Safeguarding, and all other Doctors and Professionals
in the wider ICB Strategic Safeguarding Team, to ensure clinical practice
relating to safeguarding is consistent with national and local policy.
- To represent the ICB and work
collaboratively with stakeholders in the development of Safeguarding Adults and
Safeguarding Children guidance, policy and procedure.
- To represent the ICB and work
collaboratively with other stakeholders as a reference point when there is a
need to resolve professional differences in relation to safeguarding.
- To represent the ICB at statutory boards
and partnerships as required
- To undertake and contribute to mandated
and statutory investigations and reviews and to participate in any panel
process which includes but is not limited to Domestic Homicide Reviews,
Safeguarding Adults Reviews and Child Safeguarding Practice Reviews
- To work closely with the wider ICB
Strategic Safeguarding team to ensure the statutory duties for safeguarding are
implemented in general practice.
- Liaise with professional leads from
other agencies, such as Education, the Police and Social Care in order to
support all activities necessary to ensure that staff in primary care meet their
responsibilities.
- Work in partnership with all relevant ICBs,
as required, to ensure that effective safeguarding is embedded in the commissioning
cycle.
- Work in partnership with the ICB team
and provide advice and support to GPs and their staff in relation to
safeguarding.
- Within the wider ICB safeguarding team, work
with the GP and Primary Care Network safeguarding leads to promote good
safeguarding practice in primary care.
- Support staff in primary care in developing
robust monitoring systems and practices/audits to ensure they can fulfil their
role in safeguarding.
- Take an active part in Child
Safeguarding Practice Reviews, Safeguarding Adults Reviews and Domestic
Homicide Reviews, serious incidents or other high risk incidents where there
are safeguarding concerns. This will include completing reviews of primary care
involvement and supporting the implementation of any recommendations relating
to primary care.
- Provide primary care expertise to inform
developments in safeguarding and improve practice in relation to safeguarding
across the multi-agency system in Somerset.
- Promote best practice in ensuring the
wishes and feelings of children and adults at risk underpin safeguarding
interventions by primary care staff.
- Contribute to development and analysis
of local safeguarding audits, including Section 11 audits, and/or programmes of
work to improve safeguarding policies and practice in Primary Care in
collaboration with ICB Strategic Safeguarding Team and wider multi-agency
partners.
- Lead the development of an engagement
strategy for primary care and primary care networks (PCNs) in relation to
Safeguarding.
- Contribute to the development of the
local Health System Safeguarding Strategy and take a leadership role in respect
of actions related to General Practice.
- Contribute to formal and informal safeguarding
supervision within General Practice.
- Contribute to ensuring that local and national
safeguarding procedures (including changes) are distributed, understood and
implemented by General Practice.
- To attend, where required the Child
Death Overview Panel, (CDOP), as the ICB representative, and take the lead on
disseminating the learning to General Practice.

other local Safeguarding Partnerships and Board subgroups and task and finish groups.
- Help ensure that health care for Children
Looked After and Care Leavers is prioritised within General Practice.
- To work collaboratively with all members
of the ICB Strategic Safeguarding Team to implement a think family approach.
