Job summary
We are looking for an outstanding candidate who can work both strategically and operationally to delivering the priorities of the ICB and the Office of the Chief Nurse.
Following organisational change, we are keen to appoint a professional leader to support a specialist, high performing team who ensure the most vulnerable in our society receive the care and support they need. Delivering care that is either partially or fully funded by the NHS and in line with the statutory and mandatory responsibility for the ICB for those with mental ill-health or who may have a learning disability and/or autism. The successful candidate will be committed to ensuring that children, young people and adults have the best possible outcomes and quality of life. You will commission high quality, safe, personalised care; ensuring the team can deliver improved outcomes for our population in line with the statutory responsibilities and frameworks
You will be a registered professional such as a registered nurse, or AHP with a minimum of 5 years' experience of working within Mental Health and/or Learning Disability and Autism areas, and demonstrate and understanding of the statutory requirements, alongside an understanding of the needs of Adults and Children. You will be able to demonstrate that you are a compassionate leader, have a commitment to a matrix leadership approach that enables the team to work at the top of their licence, with an outcome-based approach.
Main duties of the job
The post holder will be a responsive leader who will be able to support their team and the communities we serve through:
o Ensuring services are delivered in accordance with statutory and national guidance and associated guidance.
o Contributing to the development of the culture of the ICB and lead a team within the directorate, building a collaborative working environment.
o Empowering teams within own designated area to perform to high standards and develop innovative ways of working.
o Responsibility for supporting the commissioning of projects and procurement of services to deliver support for those with highly complex needs
o Working with lead commissioners, staff and other agencies to ensure adequate capacity of domiciliary and residential support is available to meet the needs of the population
o The post holder will lead work internally and externally to deliver programmes, initiatives, and services to time and in a cost-effective way.
o Responsible for matching the available budget for each workstream to the appropriate staff resources and projects and for ensuring that the budget breaks even. Co-ordinate the budget, monitoring expenditure against target areas.
o Work in partnership with complex patients and families to enable them to make informed choices about care and treatment to promote their health and well-being.

The post holder will provide senior professional leadership and support to the specialist teams, supporting people living with Mental Health Learning disabilities and autism. Leading the delivery of the service and aligning processes and practices within the core business objectives of the Chief Nursing Office, which are to deliver services that:

Oversee the quality of care delivered to the population of BNSSG
The post holder will deputise for the Associate Director of Nursing as required.
This is a senior, challenging post which will require dynamic leadership and excellent communication skills, a proven capacity to work across the multidisciplinary spectrum at both strategic and operational levels, and to engage service users and key stakeholders and demonstrable competencies in the management and delivery of support to those with complex needs arising from mental ill health, learning disability and/or autism. On occasions where there is not a firm diagnosis the post holder will ensure system partners are supported to deriver good outcomes for these individuals.
The post straddles the strategic/operational interface within NHS all age mental health, learning disability and autism services. The post holder is required to be able to provide advice and guidance to the ICB on interpretation but gain appropriate clinical, professional and legal advice to ensure that the organization is in line with changing legislation
They will have knowledge of the statutory obligations of the ICB as well as an understanding of the national perspective and future strategy for these individuals and seek guidance on the interface between health and social care. They will ensure staff are fully aware of the implications and can contribute effectively to service improvement.
The post holder will take the strategic lead for planning and development of the service, working with all stakeholders, including service users, parents and carers, to ensure that service planning and developments reflect identified local needs, meet the strategic objectives of the ICB and are in line with national policy.
The post holder will contribute to the departments strategic workforce planning, governance, quality improvement, financial and performance management processes and will have responsibility for their effective implementation of these processes across those services for which they have responsibility.
Supporting the Associate Director of Nursing and Quality and senior leadership colleagues, they will provide regular reports on performance to brief senior staff and meet local and external accountability requirements e.g., participating in the completion of performance management reports and discussions with ICB and Local Area Team.
The post holder will work alongside the lead for all age continuing care to secure the development of a strategy to ensure that a PHB funding model is the default funding approach in line with national expectations and guidance.
The post holder will undertake detailed analysis of information making recommendations based on methodology based audit/review and strategically plan and drive continual improvement in all areas paying particular attention to ensuring children young people and their families with complex needs have a supported and good experience of transitioning from childrens, services to adult service. This is to ensure a seamless approach to meeting the care needs is central to the planning of their care
The post holder will be responsible for developing the local processes across BNSSG for people living with mentla health, learning disabilities and autism who have highly complex care needs and for whom the ICB has a duty of care to provide support that cannot be met by existing commissioned services. They will contribute to the shaping of services to ensure that the ICB successfully discharges its responsibilities under the legal and statutory frameworks.
The contracted work base for this post is located at 100 Temple St, Bristol BS21 6AG.The ICB supports hybrid working. However, in order to deliver the functions of the services, flexibility and agility are required by the post holder to deliver all aspects of this role. Therefore, the post holder must be able to commit to being available to meet in person at short notice.
