Job summary

This is a fantastic opportunity to get in depth experience of financial accounts within an ICB. This role is to cover the secondment of the current post-holder, and there is an opportunity to flex it to suit your experience. The Assistant Head of Financial Services is a highly motivated and enthusiastic individual committed to providing accurate, complete and timely financial information. They combine an eye for detail with a commitment to working with others to improve processes throughout the organisation.

Main duties of the job

The Assistant Head of Financial Services is in charge of the day to day running of the Financial Services team. They will ensure that the team works together effectively to deliver all monthly requirements. They will build up strong relationships with colleagues from other teams and organisations, to solve problems and find improved ways of working.

They will also take the lead on ad hoc pieces of work throughout the year, including the Agreement of Balances exercise and ensure that all statutory returns are completed on a timely basis.

Job responsibilities

On a monthly basis:

Lead in the month end processes within the financial services team

Maintain an overview of the Accounts Payable and Receivable systems

Support the Head of Financial Services in the preparation of Board papers

Deputise for the Head of Financial Services, including cash management and VAT.

Liaise with suppliers, SBS, the procurement team, payroll, HR and NHSE

Manage payroll reporting and ensure compliance with PAYE procedures

Manage staff including 1:1s and appraisals

Manage Oracle user access

Annually or as required:

Assist with the preparation of the annual accounts, including the remuneration report

Lead on the response to internal and external audit

Manage all financial returns, including pensions and tax returns

Participate in relevant internal and external working groups/projects

Contribute to the strategic planning of Team projects

Contribute to the review and development of systems and procedures

Lead the NHS Agreement of Balances exercise

Support the Head of Financial Services in reviewing procedures for fraud

Maintain the fixed asset register

Prepare and review finance responses to FOI for Financial Services

  • Educated to degree level in relevant subject or equivalent level qualification or significant experience of working at a similar level in specialist area
  • Significant experience of successfully operating in a politically sensitive environment
  • Evidence of continued professional development
  • Demonstrated experience of co-ordinating projects in complex and challenging environments
  • Experience of managing risks and reporting
  • Experience of drafting briefing papers and correspondence at SMT level

Desirable

  • CCAB Qualified
  • Experience of monitoring budgets and business planning processes
  • Understanding of the public sector and experience in a Healthcare environment
