Job summary
NHS North East London Integrated Care Board has an exciting opportunity in our Financial Services Department. We are looking for a Senior Manager for Financial Services who is enthusiastic, organised and efficient to join the Financial Services Department based at North House, Romford. The successful candidate will play a significant part in supporting the Financial Services team in the Treasury management and Payables function as well as overseeing the Financial Accounts function.
Main duties of the job

- Oversee the Accounts Payable, Accounts Receivable and Treasury Management functions
- To assist, guide, manage and develop the provision of a comprehensive financial management and accounting service for all aspects of the ICB.
- To be a senior contributor to ICB financial policy. To ensure the ICB complies with key financial policy documents.
- To be responsible for the preparation of monthly Financial Accounts and Services reports, including control accounts production and the fixed asset and lease Oracle system.
- To be responsible for the production of ICBs annual accounts and financial elements of the annual report. To complete accurately and on time. This will involve responsibility for work for the annual external audit and to be one of the main contacts with the external auditors.
- To be a key manager to work with the Internal Audit providers, to manage reports and to liaise with appropriate colleagues to fulfil recommendations in a timely manner.
- To develop and implement ICB wide policies and procedures.
- To be the Finance representative on ICB policy groups, work stream teams and other ICB sub committees.
- To be a key advisor and manager for the planning, performance management, training and development of the finance team.
The candidate will require experience and knowledge of current financial reporting standards and able to resolve often complex technical accounting transactions whilst operating the NHS SBS Oracle finance system.

- This post holder will act as deputy to the Deputy Director - Financial Services as necessary.
- The post holder will have line management responsibility for specific levels of staff in the financial services section of the finance department.
- The postholder will be responsible for upholding financial governance policy and procedure.
- The postholder will be responsible for the management of the ICBs authorisation procedures by the management of the authorised signatories list. This will involve ensuring that all transactions are appropriately authorised prior to their action.
- The post holder will be responsible for the production of timely, consistent and accurate financial reporting.
- The postholder will be responsible for cash management and all banking duties.
- The postholder will be responsible for all taxation matters including VAT and liaison with HMRC.
- To advise and assist the Deputy Director of Financial Services for all financial controls. To ensure controls are implemented and followed.
Qualifications and experience
- Fully qualified professional accountant or degree/masters with a minimum of 3 years post qualification experience, or equivalent experience in finance undertaking similar role.
- Clear understanding of the financial processes and funding flows within the ICB and ICS
- Knowledge of statutory accounts procedures and guidelines
You should have experience of working in a busy finance office environment and will possess excellent communication and organisational skills and a real commitment to excellent service delivery. You must be capable of working to tight deadlines whilst ensuring consistency and accuracy, able to prioritise workloads and be able to work on your own initiative as well as under supervision. An enthusiastic and energetic approach to work along with an acceptance of work flexibility and continuously changing working practices is essential.
