Job summary

The newly established People Services and Business Partnering Team works closely with senior management to provide business-focused people and OD solutions to support the provision of high quality, productive and innovative services across the ICB, including Place based teams.

The People Services and Business Partnering Team strives to enable the ICB to deliver an excellent health and social care service to North East London by providing first-class and timely HR advice, support and interventions at a strategic and operational level. The team undertakes activities that will support the ICB in driving continuous improvement and delivery of high-quality health and social care through outstanding leadership and management of its people. All the team's activities will be closely aligned with the NHS People Plan and other relevant strategic frameworks, including the Workforce Race Equality Strategy.

The Associate People Partner will work collaboratively with the People Partner and Senior People and Culture Partners to provide expert HR advice and support to the ICB, including, but not limited to, workforce information, terms and conditions, HR processes, including liaison with resourcing, workforce and payroll, policy advice and grading, all aspects of workforce performance, development, change programmes and employee relations.

The Associate People Partner will be the first point of contact for informal employee relations matters.

Main duties of the job

o Be an active member of the People Services and Business Partnering Team, helping to develop the application of effective HR practice to drive performance against objectives and strategy.o Ensure the provision of consistently sound HR advice and support to managers on all aspects of workforce management.o Ensure that managers understand their responsibilities as people managers regarding employment legislation, ACAS guidance and the ICB's HR policies and procedures.o Up-skill managers in the effective use of ICB HR policies and procedures.o Work with management teams to identify and secure workforce productivity improvements using appropriate benchmarking management information.o Advise line managers on new starters and leavers processes as appropriate, ensuring that effective induction and leaver arrangements are in place.o Advise line managers on the performance development review process.

Essential

  • Postgraduate degree or equivalent professional qualification, or equivalent experience in a relevant professional field, or knowledge acquired through experience or training.
  • CIPD qualified or working towards

Experience

  • In-depth experience in Human Resources Management (HRM), either as a line manager or in an HR generalist or advisory role
  • Experience sufficient to advise and support line managers in dealing with the full range of HRM issues
  • Experience of managing employee relations issues in a unionised environment
  • Experience in leading on or providing HR support and expertise to an organisational change project
  • Experience of participating in and advising on performance management investigations and hearings
