Havering place based Partnership Deputy Director - Live Well

Job summary

The advertised post will be integral to heading up the 'Live Well' foundation of the partnership. You will be part of an emerging integrated commissioning team of health and care in Havering, responsible for ensuring that services are seamless, commissioned around the needs of local people including the wider determinants of health, and deliver value for money. The work will be overseen by the Havering Health and Wellbeing Board who will ensure that the Local Health and Wellbeing strategy and the needs set out within the Havering Joint Strategic Needs Assessment are embedded in the Partnership work as part of a Population Health Management approach.

Main duties of the job

The successful candidate will also be responsible for delivering the 'Live well' elements of Havering Council's vision for the 'Havering that you want to be a part of', with a strong focus on people, place and resources, as well as the NHS North East London priorities of improving treatment of Long Term Conditions, addressing our workforce and employment challenges, and improving mental health. There are a number of key cross cutting themes which will be integral to the work including; Tackling Health Inequalities; a greater focus on Prevention; Holistic and Personalised Care; Co-production with local people; Creating a High Trust Environment that supports integration and collaboration; and Operating as a Learning System driven by research and innovation.

The successful candidate will be dynamic, passionate about improving outcomes and experiences of local people, and will have a history of delivering successful change programmes in health and care.

About us

The Havering Place based Partnership, formally established in July 2022 following the creation of the NHS North East London Integrated Care Board, brings together the NHS, local government and providers of health and social care services, including the voluntary, community and social enterprise (VCSE) sector, Care sector, residents and communities. It's primary purpose is to review the needs of local people, and improve the delivery of care and support to them to meet these needs in a way that is meaningful to them. Collaboration, a focus on prevention, and ongoing engagement with local people are the key elements of the partnership.

Havering partners are working to develop a strong and ongoing relationship with local people and staff, so that they can shape our priorities and plans, ensuring that we are able to improve services in a way that will truly improve lives across the borough. We are strongly focused on integrating services across health, care and the Community and Voluntary Sector, and supporting local people with the wider things that impact health and wellbeing, such as housing, social isolation and employment.

The partnership is in the early stages of development, but already has strong buy in from partners, and is committed to better meet the needs of local people, and in particular to reduce health inequalities.

NHS North East London Integrated Care Board is in the process of a restructure, which includes the establishment of a new team at place for Havering, structured around the life course approach of start well, live well, age well and die well.

We are developing local neighbourhood teams of health and care staff, who will work much more closely with the community and voluntary sector and primary care networks GP practices working together in their areas to improve the way that care is delivered to local people. Through this approach local people will receive more seamless care, tailored to their needs.

Job Summary The post holder will be a senior member of a team to improve the health and wellbeing of the local people in Havering Place

The post holder will deputise for the Director of Partnerships, Impact and Delivery, providing senior support to all members of the Place team as required, and representing the place in senior internal and external meetings

The post holder will support the Place Based Partnership, and lead on the delivery of a number of its core priorities and outcomes. The post holder will have good knowledge of their dedicated area, with a strong understanding of and experience in the commissioning cycle alongside advanced co-ordination, leadership, management, communication and interpersonal skills that enable them to promote and further the work of the partnership across a wide range of stakeholders.

The post holder will both directly and matrix manage a small team of people dedicated to delivery of the Start Well/Live Well/Age Well priorities and outcomes at Place, working with internal and external stakeholders this includes managing integrated and joint teams where these are in place.

The post holder will work at Place as well as across north east London, the provider Collaboratives, local government and with other Place Partnerships as appropriate. The post holder will lead the relationship with the Acute (Age Well)/MHLDA (Live Well)/Community (Start Well) Collaborative as agreed on behalf on the Place Partnership and work effectively with each of the other Collaboratives

The post holder will support the Director of Partnerships, Impact and Delivery, the Executive Place Lead, the Clinical Director and other senior leaders to deliver the strategic vision and the priorities for the Place Based Partnership in line with the partnership operating model, focusing on Start/Live/Age Well and to reduce health inequalities and improve the health and wellbeing of the local population

The post holder will work with the Director of Partnerships, Impact and Delivery to facilitate the delivery of integrated functions with relevant local authority and NHS partners to ensure best use of resources for the partnership.

The post holder will work with colleagues in other Place Partnerships and across the system to share best practice and learning

The post holder will be expected to lead across north east London for some functions as appropriate

As the role evolves, the post holder will develop subject matter related relationships, convening a range of internal and external working groups/projects, services and initiatives to ensure delivery in their area and to provide information and analytical advice and expertise.

The post holder will liaise with other managers across the system to share learning and best practice.

Operational requirements

The post holder will:

  • Work within the Mutual Accountability Framework to improve the health and wellbeing of local people and will lead on the delivery of core outcomes (related to SW/LW/AW) at Place
  • Deputise for the Director of Partnerships, Impact and Delivery
  • Represent the Place internally and externally at the highest levels on both the postholders areas of responsibility and the Place or system in general

  • Understand the potential synergies, interfaces or tensions between partnership priorities and individual organisational priorities and actively convene relevant leads from those organisations to demonstrate the benefit of a partnership approach
