An exciting opportunity has come up for a project manager to join our North East London (NEL) Diagnostics Programme.
The post holder will provide support to the NEL diagnostics programme team to ensure project and governance support is provided to implement the ambitions of the NEL programme and its objectives.
About Us
- NHS NEL's diagnostics programme sits within the NEL acute provider collaborative (APC)) department and works in partnership with the NEL hospital Trusts and system leads.
- Its objective is to support partners across the North East London Health and Care Partnership to plan, design, and deliver the diagnostic services necessary to drive meaningful improvements in health, wellbeing, and equity for all of north east London's residents. It will also measure, and support teams to improve.
- The programmes work covers three overarching functions:
- Delivery of Community Diagnostic Centres (CDCs): Developing the two planned CDC sites at Mile End Hospital and Barking Community Hospital and to plan for and implement any additional CDC sites.
- Management of the NEL diagnostic networks: Working collaboratively across NEL and with system and Trust leads to develop diagnostic networks for imaging, endoscopy and physiological measurement.
- Diagnostics performance and recovery: Responsible for the diagnostics performance across NEL and working in collaboration to identify issues, develop solutions and implement service improvements when necessary.
Main duties of the job
The Project Manager will sit within the APC Diagnostics Programme Team, which is responsible for the planning, delivery, recovery and implementation of diagnostics services across NEL. The post holder will:
- Support the team to ensure that the portfolio of tasks/projects is planned, managed and delivered effectively.
- Provide project support for the NEL diagnostic clinical pathways work working in partnership with clinical and Trust leads.
- Project manage and support the NEL Clinical Senate and be responsible for developing the agenda, actioning work and monitoring progress as required.
- Support the delivery of project plans, which could include working with key stakeholders across the NEL ICB in the delivery of challenging timescales.
- Produce regular reports and escalating issues of concern where appropriate. This will include the production of monthly monitoring reports in line with an agreed time table of work.
- Ensure accurate and open communication and co-ordination with a range of organisations and individuals, researching and drafting correspondence and papers and ensuring the management of specific tasks, lead reporting and analysis across a range of specialties, functions and projects.
- Be a key member of the team as well as supporting effective communication and stakeholder management, both internally and externally.
- Contribute to strategy and operational policies for promoting efficient and effective working;
- Develop and apply new initiatives or projects as directed.

- Responsible for the project management of the NEL clinical pathways project, working in partnership with the NEL Diagnostics Clinical Lead and Trust leads.
- Provide project management to the NEL Clinical Senate Group.
- Drafting communications and updates on project progress, risks and issues for escalation through the NEL Diagnostics Programme Governance,
- Liaising with NHSE regarding key deadlines for returns and submissions.
- Provide project management support to one of the NEL diagnostic networks.
- Supporting the CDC programme and Trust leads, when required.
- Updating of PMO documents, such as status reports and risk and issue logs.

- Oversee team members delivery of day to day activities and projects and business initiatives
- Support a portfolio of initiatives; demonstrating value for money through tracking, managing and delivering agreed benefits

3.2 Financial and physical resources
- Provide oversight and monitoring of all aspects of team budgets
- Evaluate specified projects against financial targets
- Act in a way that is compliant with Standing Orders and Standing Financial Instructions in the discharge of this responsibility
- Constantly strive for value for money and greater efficiency in the use of budgets and ensure that they operate in recurrent financial balance year on year

- Postholder will be line manager for their own team including undertaking appraisals and personal development including progressing any disciplinary or capability issues
- Manage third parties (such as consultants/interims) to ensure deliverables are met in a timely manner and within budget
3.4 Information management
- Ensure timely and accurate review of information management systems and information analysis; reporting to managers on agreed areas of work
- Devise and provide improvements to existing management information, suggesting improvements

- Contribute to the development of relevant key performance indicators
- Plan and develop research, development and evaluation methods for projects, delegating as appropriate

- Contribute to the strategic planning of team projects, identifying interdependencies across projects/functions, risks and issues, potential impacts on wider organisation, resource requirements and builds in contingency and adjustments as necessary.
