About us

We are a friendly mental health commissioning team, responsible for commissioning mental health services for adults in West Sussex. The team forms part of the Sussex-wide joint commissioning unit with our local authority partners, and works closely with other partner organisations, including the voluntary sector and primary care. We are recruiting two new posts which will focus on the development and implementation of the Community Transformation Programme.

Main duties of the job

The key focus of the role is to support the transformation programme to develop multi-agency mental health services in Primary Care Networks (PCNs) ensuring that the portfolio of projects is planned, managed and delivered effectively through collaborative and cohesive working arrangements. The post holder will be involved in the monitoring and implementation of the transformation programme as well as its evaluation, including analysis of complex information and stakeholder management.

The Sussex Mental Health Collaborative Transformation Plan is our local blueprint to support delivery of the NHS Long Term Plan (LTP) requirements/deliverables for mental health to deliver the most ambitious transformation of mental health provision, at the local level.

You will be based primarily in West Sussex and delivery will be focused in that area, but as part of the Sussex wide mental health commissioning team there will also be opportunities to work with colleagues across the county. The team work flexibly, combining working from home with working from the office in Worthing, as well as visiting Primary Care Networks across West Sussex.

A key role in the Mental Health Commissioning Team structure, this role will support the Senior Commissioning Managers in the West Sussex Team to deliver against key priorities and programmes to achieve the Sussex ICB Community Transformation Delivery Plan for mental health as part of the Long-Term Plan for Mental Health.

The post holder will work with the team to ensure that their programme of work streams is planned and managed effectively and will both support and take a lead in the development and implementation of a new multi-agency community-based model of care for mental health. The key focus of the role is to take a lead on this transformation programme to develop integrated mental health services in Primary Care Networks (PCNs) ensuring that the portfolio of projects is planned, managed and delivered effectively.

The role will be working with the Teams business support function, including developing and managing the teams business plan, progress and reporting risk and issue management. The post holder will support the monitoring and implementation of the adult mental health transformation programme as well as its evaluation by providing high quality analysis of complex information and stakeholder management.

It is expected that the post holder will work in a matrix way across all domains in the team; supporting the senior commissioning managers and the wider team to deliver system and population wide change:

The role will support and as required, deputise for the Senior Commissioning Managers.

Be a team player, to support colleagues in a flexible way by sharing workloads and offering challenge, advice and guidance as required.

Develop good relationships across health and social care ensuring all parties input into and deliver change.

Take a lead on a group of commissioned services across health and social care supporting the monitoring and budget management of these and embedding them in effective pathways.

The role will support the development of individually focussed services, predominantly across the adult pathway as per the requirement of the specific ICB team. The role is designed to build a combination of subject matter expertise and technical skills to develop a strong service delivery.

The post holder will be required to:

Carry out Project Management and contribute to performance improvement, taking a lead for identified areas and a portfolio of services and contracts where agreed.

Provide coordination of and participate in relevant internal and external working groups and provide project advice, expertise and support where requested.

To manage workload and time management effectively to ensure the smooth running of the team plans and objectives.

Provide relevant and timely specialist advice and guidance on own portfolio of projects/function and work across the ICB lead areas to support the wider directorate work as required.

Work with members of the Team to investigate the causes of any variance from target/plan and proactively contribute to the implementation of solutions. To investigate findings and lessons learnt to improve team working.

Support risk management and issues tracking mechanism and its proactive resolution and escalation processes.

Provide regular reporting on the targeting of resources and monitoring their implementation from a value for money perspective.

Support evaluation of projects/function within identified portfolio for delivery against financial recovery/savings plans through providing sophisticated, high quality project analysis.

Ensure timely and accurate information analysis and reporting to management on agreed areas of work.

Contribute to the development of key performance indicators for the successful assessment of individual and work stream success.

Contribute to short, medium and long-term business plans, achieving quality outcomes.

Contribute to the review and development of existing information management systems and contribute to the development of an integrated approach to, service or initiative management.

Develop policies and procedures in own work function with an impact on the wider organisation, as required.

  • Must have an understanding of the background to and aims of current healthcare policy and appreciate the implications of this on engagement.

  • Extensive knowledge of specialist areas, acquired through post graduate diploma or equivalent experience or training plus further specialist knowledge or experience to masters level equivalent. Evidence of post qualifying and continuing professional development.
  • Should have an appreciation of the relationship between the NHS England, provider and commissioning organisations.
