We are a friendly mental health commissioning team, responsible for commissioning mental health services for adults in West Sussex. The team forms part of the Sussex-wide joint commissioning unit with our local authority partners, and works closely with other partner organisations, including the voluntary sector and primary care. We are recruiting two new posts, which will focus on the development and implementation of the Community Transformation Programme.

Main duties of the job

The key focus of the role is to oversee this transformation programme to develop multi-agency mental health services in Primary Care Networks (PCNs) ensuring that the portfolio of projects is planned, managed and delivered effectively through collaborative and cohesive working arrangements. The post holder will lead the monitoring and implementation of the transformation programme as well as its evaluation by providing high quality leadership including analysis of complex information and stakeholder management.

The Sussex Mental Health Collaborative Transformation Plan is our local blueprint to support delivery of the NHS Long Term Plan (LTP) requirements/deliverables for mental health to deliver the most ambitious transformation of mental health, at local level.

Your work will be based primarily in West Sussex and will take responsibility for delivery in that area, but as part of the Sussex wide mental health commissioning team there will also be opportunities to work with colleagues pan-Sussex. Staff are working flexibly with a mix of home and office bases to suit individuals and the requirements of the team.

An experienced project manager

Have ability to operate at strategic level as well as an understanding of the practical applications of project work

Able to manage and plan programmes of work effectively

Have excellent written and oral communication skills, with ability to present complex ideas in a clear and comprehensible way

Have significant experience of partnership working and building and managing strong relationships with colleagues and stakeholders from a number of different organisations and working across boundaries.

A key role in the Mental Health Commissioning Team structure, this role will support the Head of Commissioning and Assistant Head of Mental Health to deliver against key priorities and programmes to achieve the Sussex STP 5 Year Forward View and Long-Term Plan for mental health.

The post holder will work with the team to ensure that their programme of work streams is planned and managed effectively and take the lead in the development and implementation of a new multi-agency community-based model of care for mental health. The key focus of the role is to oversee this transformation programme to develop multi-agency mental health services in Primary Care Networks (PCNs) ensuring that the portfolio of projects is planned, managed and delivered effectively.

The role will be responsible for working with the Team’s business support function, including developing and managing the team’s business plan, progress and reporting risk and issue management. The post holder will lead the monitoring and implementation of the transformation programme as well as its evaluation by providing high quality leadership including analysis of complex information and stakeholder management.

It is expected that the post holder will work in a matrix way across all domains in the team; supporting the strategic commissioners to deliver system and population wide change:

The role will support and as required, deputise for the Assistant Head of Mental Health.

Be a team player, to support colleagues in a flexible way by sharing workloads and offering challenge, advice and guidance as required.

Develop good relationships across health and social care ensuring all parties input into and deliver change.

Lead on a group of contracts across health and social care ensuring monitoring and budget management of these and embedding them in effective pathways.

Consistently review these contracts for return on investment and change as appropriate.

The role will provide services to children, young people and adults as per the requirement of the specific CCG team. The role is designed to build a combination of subject matter expertise and technical skills to develop a strong service delivery.

The post holder will be required to:

Carry out Project Management and contribute to performance improvement, taking a lead for identified areas and a portfolio of services and contracts where agreed. This includes the effective management, review of contract performance in relation to national targets and value for money.

Provide coordination of and participate in relevant internal and external working groups and provide project advice, expertise and support where requested.

To manage workload and time management effectively to ensure the smooth running of the team plans and objectives.

Provide relevant and timely specialist advice and guidance on own portfolio of projects/function and work across the STP lead areas to support the wider directorate work as required.

Work with members of the Team to investigate the causes of any variance from target/plan and proactively contribute to the implementation of solutions. To investigate findings and lessons learnt to improve team working.

Manage risk and issues tracking mechanism and its proactive resolution and escalation processes.

Provide regular reporting on the targeting of resources and monitoring their implementation from a value for money perspective.

Evaluate projects/function within identified portfolio for delivery against financial recovery/savings plans through providing sophisticated, high quality project analysis.

Manage staff, undertaking appraisals, recruitment, including progressing any disciplinary or capability issues, as necessary.

Devise and provide improvements to current management information, analysing, reporting and suggesting procedures to enhance decision making processes.

Ensure timely and accurate information analysis and reporting to management on agreed areas of work.

Contribute to the development of key performance indicators for the successful assessment of individual and work stream success.

Delegate aspects of Research and Development activities, collating information, analysing and reporting findings.
