Job summary
We are looking for a pro-active, highly analytical individual, with the ability to communicate complex information about research and provide guidance and support for the set up and management of research studies in Primary Care and community settings within Norfolk and Waveney and the wider Eastern region.
The post will sit within the Research and Evaluation Team at Norfolk and Waveney ICB and work with R&D colleagues in the NHS Cambridgeshire and Peterborough ICB, and key personnel from the CRN, and neighbouring Trusts.
The post holder will also support the set-up, management and reporting of NHS Norfolk and Waveney hosted NIHR research grants.
You will be expected to provide support and guidance on research matters, advising on regulatory requirements, cost considerations and supporting the set-up of any local arrangements that may be needed, and work through any issues in a systematic and comprehensive way.
Graduates with relevant NHS management experience and with a strong interest in research and/or experience in managing research in the healthcare setting will be considered. Excellent communication skills are essential as is the ability to work independently and collaboratively. An ability to organise your workload and manage your time across multiple projects and tasks is important together with attention to detail.

Main duties of the job
To support the set-up, management and delivery of NIHR research across Norfolk and Waveney and the wider CRN: Eastern region. This will include:
- Reviewing proposals and associated paperwork to identify and address local requirements and proactively manage any issues that may arise
- Managing honorary research contract and letters of access requests
- Supporting the HRA Approval process for research within the locality in line with national guidance and legislation and where relevant confirming capability and capacity on behalf of SLA partners
- Providing advice and guidance on research matters, for example - defining research, advising on approval and set-up requirements and local issues, signposting to other sources of help and advice
To support the set-up, management and delivery of NIHR studies hosted by Norfolk & Waveney ICB, including financial planning, contracting, monitoring, reporting and oversight
Prepare performance monitoring data and reports, including drafting team annual and quarterly reports and other reporting as required

Analytical / Judgemental Undertake complex and detailed information analysis of research projects / reports, requiring high levels of concentration, in order to assess what action is needed and proactively manage any issues or resolve queries that may arise. This will include: o Reviewing and assessing whether a project is research and hence the legislative framework under which it falls, which may not be clear cut, and advising researchers on the options available to them. o Reviewing and advising researchers on research requirements, identifying any concerns or issues that may affect the ability to deliver the project locally and working proactively to assess the options and address and resolve these issues This is not always clear cut and requires a degree of judgement based on an in depth knowledge of research methodology and knowledge and interpretation of the requirements of local and national research regulations. o Preparation and forecasting of spend on NIHR grants the postholder is supporting and preparing financial reports for submission to NIHR. To proactively support delivery of objectives including the development of new initiatives within the team this will include understanding the issues involved to identify barriers and enablers, formulate and suggest solutions and to present options or recommendations to the team. Update, maintain, organise, gather and analyse information to predict/meet future organisational and team needs by identifying best professional practice. Contribute to the broader team objectives, taking a lead for specific projects or areas of work as required. Provide coordination of and participate in relevant meetings, providing information, advice and support where requested. Ensure that data collected is analysed, reported as appropriate. To liaise with the wider team where necessary to update systems and improve processes.
Communication Provides relevant and timely specialist advice and guidance on research matters to a wide range of stakeholders including academic research teams, clinicians, CRN, CCG and Trust colleagues, receiving and providing complex information and maintaining up to date knowledge of relevant changes to national policy within sphere of operation. Builds strong relationships with community teams, study co-ordinators, chief investigators, principal investigators and other research staff to support the set-up and delivery of research. Support the development of internal and external communications where required by regular contact with the team, relevant stakeholders and communication teams, this may include the use of social media (twitter), and the organisation of and/or participation in events and campaigns to promote research. Responsible for preparation of correspondence and complex papers, as directed by Manager
Financial and Physical Resources Deliver against organisational objectives, achieving quality outcomes, prioritising own workload and working to tight deadlines. Monitor, analysis and reporting on local performance through information drawn from the central and local information systems Support the set-up, contracting and financial management of research grants awarded to the CCG in line with national guidance. This will include preparing and submitting financial reports, and maintaining an oversight of budget and spend. Support the research team with the targeting of resources, monitoring, implementing, evaluating and delivery of research by providing sophisticated, high quality information and analysis as required Continually strive for delivering required outcomes, value for money and greater efficiency Contribute to the financial delivery of the service and any hosted research projects ensuring it/they are cost effective and delivered on time
Staff Management Provide specialist training, advice and support on own role/responsibilities where necessary Support training and induction of new staff Participate in the recruitment process of support staff.
Information Management Operate within and provide enhancements to current management of information and reporting to enhance decision making processes. Update, maintain, organise, gather and analyse information to facilitate and monitor performance in terms of research activity and progress this will include population of the local research management systems (EDGE), maintenance of study logs and spreadsheets, drawing down and analysing recruitment data from the national portfolio. Lead on implementation, monitoring and evaluation of new or updates to existing information systems / databases as required Carry out timely and accurate information analysis and reporting on agreed areas of portfolio Responsible for the development and maintenance of databases and/or information systems required to manage and report on current and past activity in line with national legislation and guidance.
Research and Development Co-ordinate and implement R&D activity as main job requirement. Have and maintain expert knowledge and understanding of the NHS research environment and approvals process as a key element of job role. Actively supports and contributes to processes for gathering, analysing, interpreting and presenting data and information (e.g. collection of metrics; preparation of quarterly and annual reports; reporting activity at operational team meetings) Supports delivery of projects to comply with key performance indicators Contributes to ensuring there are processes in place for spreading and sharing learning and outcomes.
Planning and Organisation Support implementation of strategic modernisation/service improvement strategies and any associated action plans, in accordance with the agreed priorities of the team and the Research Strategy this will include planning and leading on areas of delivery in line with work function, adjusting plans as necessary in light of new information. Contribute to the development of performance and governance strategies and the development and implementation of improvement programmes Deliver against objectives, achieving quality outcomes, prioritising own workload and working to tight deadlines. Required to anticipate problems and put plans in place to address these, seeking advice and guidance where necessary. This role necessarily involves working on multiple projects at one time.
