Job summary

Main duties of the job

By joining the Medical Directorate you will be helping us to achieve our key priorities over the next year, which includes;

The development and implementation of an ICS Clinical Services Strategy, based on our population health need and aligned to our Integrated Care Strategy,

To deliver our Heathier and Fairer programme - preventing ill health, reducing health inequalities and improving health outcomes across our region,

Support for our medicines optimisation processes and governance in enhancing quality prescribing and value for money

Support to our place-based delivery teams, specifically the Tees Valley

Providing expert clinical leadership within the ICB and with partners

We are seeking an enthusiastic and committed clinical professional to join our team to support system wide service transformation.

The successful candidate will have:

Medical qualification and registration

Experience of demonstrating leadership capabilities within a complex system to improve health outcomes

A track record in engaging clinicians and other partners to deliver a common goal

Experience of driving a successful clinical governance agenda which delivers positive outcomes for patients.

Job responsibilities

The ICB Medical Director (MD) is accountable to the Executive Medical Director and will support in ensuring the ICB exercises its functions effectively, efficiently, economically, with good governance and in accordance with the terms of the ICB constitution.

The post holder will provide a source of expertise and sound professional clinical advice and clinical leadership on matters relating medical and clinical services to the Integrated Care Board and, in addition, play a full role in the delivery of the ICSs corporate agenda as detailed in its strategic plan.

The role will contribute to the aim of improving population health and reducing health inequalities utilising a population health management approach.

Working with executive directors and the senior medical directorate team, they will plan and allocate resources to meet the four core purposes of Integrated Care Systems (ICSs):

improve outcomes in population health and healthcare,

tackle inequalities in outcomes, experience, and access,

enhance productivity and value for money,

help the NHS support broader social and economic development.

The MD will provide medical advice to the ICB, local place based partnerships, the ICB Executive Medical Director and Chief Executive and management teams contributing to the decision making processes, strategic vision and direction.

The MD will provide strategic leadership for:

the medical profession and workforce within the ICS

clinical aspects of emergency planning, preparedness, and resilience

clinical initiatives and pathway development with a focus on reducing unwarranted variation, promoting equity of access and supporting transformational change and,

supporting COVID-19 recovery and the restoration of sustainable services.

To work collaboratively with NHSE medical directorate, supporting NHSE in relation to all aspects of professional performance and revalidation whilst recognising this is the responsibility of NHSE.

A significant part of the role will be to support the development of primary care, primary care networks and to contribute to the clinical leadership relating to service transformation and delivery.

The MD will lead on aspects of and develop a shared system-wide clinical services strategy and operational plan through clinical and patient engagement, linking with national policy, regional and local priorities to deliver maximum value and outcomes for patients, the local population, and the NHS.

To work collaboratively with the ICB senior nursing team to support quality improvement and the delivery of quality and governance processes in conjunction with other clinical leads.
