Job summary

Main duties of the job

Learning Disabilities, Mental Health and Autism is one of six priority workstreams across North East and North Cumbria Integrated Care System. We are seeking an exceptional person to lead our Learning Disabilities and Autism programme who has the passion, determination and ability to lead system transformation and change across the region. The successful candidates will have an in-depth knowledge and senior leadership experience of the Transforming Care programme and substantial experience in commissioning on behalf of the NHS and / or Local Government. Experience of working collaboratively with social care providers and NHS partners to improve market conditions is essential. The workstream works in partnership with people, families and their advocates and coproduction is embedded in all of our work plans.

The ICB Regional Manager will be responsible for leading a team of people to deliver a broad and intensive programme of national, regional and place-based priorities.

The post holders will work alongside the ICB Director of Transformation for Learning Disabilities and Autism, the programme leads for Learning Disabilities and Mental Health and other key stakeholders on behalf of the ICB and North East Association of Directors of Adult Social Care.

Learning Disability and Autism is one of six priority workstreams across North East and North Cumbria Integrated Care system. The Regional Manager is a key member of the Workstream senior leadership structure across NCNE ICS.

The post holder will work alongside Health and North East Association of Directors of Adult Social Services (ADASS) colleagues as part of a virtual Regional team to deliver the NENC Regional Learning Disability and Autism Programme Plan on behalf of the ICS.

The Programme Plan includes a brief and scope, themes and an action plan. The themes of work range from needs assessment, data analysis, treatment and care and market shaping set alongside a co-design framework. The Programme Plan is not in lieu of an overall Learning Disability and Autism strategy for the North East and the North Cumbria, it does not replace the ICS Workstream Executive Summary or the requirements under the NHS Long Term Plan, but is a call to action, with the buy in from senior leaders across the ICS, to affect change and capitalise on lessons learned.

There are currently 142 adults in hospital across the North East and North Cumbria, the primary aim of the Programme Plan will be to safely discharge those people who is it legally possible to discharge by March 2024, in line with NHS Long Term Plan commitments.

The Regional Manager will act as the regional lead for the Programme across health and social care, taking into account new policies and research from the NHS and LGA.

The Regional Manager will be the lead manager and responsible for prioritising actions and programmes across the NENC System to improve the outcomes for people with Learning Disability and Autism. Specifically, to make a step change, to increase quality community provision, to enable discharge and reduce inpatient numbers.

Person Specification

Qualifications

Essential

  • Educated to Masters level or equivalent level or equivalent experience of working at a senior level in specialist area. In-depth professional knowledge in a number of disciplines e.g. financial management, performance management, information systems, staff management acquired through training and experience over extended period.
  • In depth additional expert commissioning knowledge in learning disability and autism acquired over a significant period of time.
  • Subject matter expertise across a number of key areas relating to learning disability and autism.

Experience

Essential

  • Proven and significant leadership experience and/or formal management qualification.
  • Evidence of post qualifying and continuing professional development.
  • Must have an understanding of the background to and aims of current healthcare policy and appreciate the implications of this on engagement.
  • Should have an appreciation of the relationship between the Department of Health, the NHS England/ NHS Improvement and individual provider and commissioning organisations.
  • Demonstrable experience of managing and prioritising a large budget with solid working knowledge of financial process requirements.
  • Previously responsible for a budget, involved in budget setting and working knowledge of financial processes.

Desirable

  • Member of relevant professional body.

  • Highly developed communication skills with the ability to communicate on highly complex matters and difficult situations.
  • Ability to provide and receive, convey and present highly complex, sensitive and/or contentious information to large groups, responding openly to questions to ensure full understanding and engagement.
