Job summary

NHS South Yorkshire ICB is a South Yorkshire wide organisation, employees work collaboratively travelling across our sites regularly.

This is an important role within the commissioning and contracting function at Rotherham place. Reporting to Rachel Garrison, the post will support the primary care portfolio as well as vaccine and general contracting requirements.

Main duties of the job

  1. Job Summary

    The post holder will provide the organisation with expert support across all contracting areas. This will include support and advice regarding transformational approaches to contracting, recognising changes in legislation which support transformation and delivery programmes.

    Be responsible for a wide portfolio of contracts

    • Support the contractual requirements across providers in line with national requirements and legislation

    • Establish and develop systems for robust analysis of performance to support transformation, delivery and integration, ensuring that material issues are understood and actions identified, in order to ensure care is provided at the highest quality within resources available.

    • Initiate action plans and engage clinical and professional leadership to drive robust, sustainable services.

    • Investigate and advise on highly complex contractual issues and provide corporate reports and business planning advice in this area.

    The role will also support the delivery of strategic developments and projects including any associated project plans and act as a key contact for a number of services/providers across health and care.

Responsible for negotiation and performance management of all lead and associate contracts and service Improvement for Rotherham place including primary care.

Responsible for compiling long term project plans for service improvement objectives, ensuring implementation, milestones, delivery and improvement outcomes are achieved.

Responsible for the Individual Funding Request process for Rotherham (linking with the central decision making team)

Responsible for budgetary management of contracting and service improvement allocations.

Interpret and act on national guidance and applicable to ICB business.

To conduct themselves in accordance with the ICBs staff values.

Develops Rotherham wide service improvement and policies in in relation to Rotherham contracting and service improvement across all providers.

Setting and holding budgets for the full range of Rotherham contracts across all providers.

Responsible for performance management information systems for contracting and service improvement across primary and secondary care. To deliver effective contract monitoring, providing assurance of quality and actively performance managing contracts.

To lead on the contract and performance management of the portfolio of Local Enhanced Services, National Enhanced Services and Designated Enhanced Services across primary care in Rotherham. This will include creating service specifications for new and existing contracts. The post holder will manage all aspects of these contracted services for the ICB (Rotherham) to ensure there is no interruption to patient care, and that primary care staff have the training and equipment contractually needed. This could involve the organisation and delivery of training events for primary care staff.
