Job summary

We are seeking an experienced and enthusiastic clinical lead who will work within the SY ICB Rotherham Place Transformation and Delivery Team. Reporting to the Programme Lead for Transformation and Delivery, the post will provide clinical expertise across Transformation work streams to (but not limited to the following):

  • Review and develop clinical pathways
  • Conduct audit work as required
  • Lead the Commissioning for Outcomes programme on behalf of Rotherham Place but also providing clinical input on behalf of South Yorkshire
  • Lead the work and development of relevantClinical Committees
  • Lead specialty delivery programmes from a clinical perspective e.g. Cancer from a clinical perspective

Main duties of the job

The post holder has a key role in the clinical development of services and pathways across the Transformation, Delivery, and Improvement team, ensuring that the agreed actions are delivered in line with deadlines.

Working as a key member of the transformation, delivery, and improvement team, supporting the management of services including any contracting arrangements, key functions of the commissioning cycle including analysis of need with a focus on clinical requirements and health inequalities, service design and quality improvement.

The role will be pivotal in the delivery of effective pathways across health and care and the quality of services.

The post holder will also support where appropriate with specific advice to the wider team relating to complex cases from a commissioning perspective i.e., Individual Funding Requests

  • Supporting collaborative arrangements and negotiations with providers, as part of the transformation, delivery and improvement function focusing on the clinical expertise for pathway design and improving quality.
  • Provide additional support to the wider transformation, delivery and improvement team through working flexibly to directly assist other portfolios of work where they may be a subject matter expert or through research and development and delivery of materials as required.
  • Provide expertise of best practice change and guidance such as National Institute of Health and Care Excellence - NICE guidance.
  • Communicate, engage and build relationships with key partners across a wide range of stakeholders including providers, other health and social care organisations (Councils) and commissioners.
  • Engage and manage relationships with stakeholders to achieve a common purpose and realise mutual benefits where there may be contentious decisions to be made around performance or finance etc.
  • Produce material for and present complex presentations to large groups which are engaging, influential and effective in delivering key messages, the content of which may include highly complex technical, contentious or very sensitive information.
  • Forge close working relationships across the organisation to facilitate an effective matrix style approach to delivery of contracts, services, projects and programmes of work.

Analytical and judgement

  • Identify options by utilising specialist clinical knowledge using agreed criteria and initiative to test solutions in advance.
  • Contribute to the development of key performance indicators and milestones for specific projects/services.
  • Interrogate and analyse, sometimes highly complex, information to support the delivery of clear reporting and outcomes.
  • Write and submit regular reports for senior managers and executives showing progress against milestones, status, resource requirements, issues, risks and dependencies, making recommendations where a range of options may exist.
  • Support the transformation, delivery and improvement team by having oversight (where appropriate) of individual cases to provide advice to the wider team i.e. Individual Funding Requests.

Planning and organisation

  • The post holder will possess a clinical qualification and have a high level of understanding of research, evidenced based practice and clinical audit and so be able to negotiate complex pathways with experienced clinicians
  • Managing the set-up and delivery of services and pathways, working with colleagues and subject matter experts on the strategic planning, scoping, design and the delivery.
  • Deliver service change/redesign linked to requirements from NHS England and NHS Improvement which are complex in nature and that supports system transformation.
  • Manage the whole pathway design work, reporting on progress and managing risks and issues, escalating where necessary to the appropriate board.
  • Support organisational change and the uptake of initiatives that support excellence.
  • Ensure benefits are identified, understood, measured, tracked and owned.
  • Demonstrate flexibility and support new portfolios of work where necessary.
