Job summary

This post is only open to internal applicants of the Lancashire and South Cumbria Integrated Care Board.

The postholder will work strategically and closely with colleagues across the system, as part of the ICB Medicines Optimisation team, developing and implementing the projects from inception to completion. Developing key relation ships with providers and service users to meet the ICB needs for transformational change across health care in Lancashire and South Cumbria.

This post is based across Lancashire and South Cumbria ICB and will engage with all stakeholders from multiple organisations across the Lancashire and South Cumbria healthcare system and wider Northwest region, including NHSE LMC, LPC, LPN, Community Pharmacy, PCNs, general practice, NHS trusts, community and other providers as necessary.

Main duties of the job

To participate in the formulation, interpretation and implementation of ICS transformation, change management plans and strategies.

In liaison with other members of the medicine's optimisation function, develop strategies for individual services, or localities that respond to service needs and support excellent service delivery and development.

In liaison with other members of the Medicines optimisation function, develop policies and strategies for implementation of the ICS transformation programme to improve the environment for patients, staff and other stakeholders.

Work with stakeholders to find solutions to facilitate service developments through production of briefs and feasibility studies, and by undertaking site searches and surveys.Develop service design that are sensitive to user needs, but flexible and responsive to changing requirements.

Manage projects from inception to completion, the work program will include potential projects on digital, hospital to community and prevention.

Manage the production of options appraisals, business cases and financial plans and workforce development in liaison with pharmacy workforce and integration lead, for presentation at the relevant decision-making body.

Provide support to operational managers who are delivering smaller scale projects to ensure good governance and oversight.

Robustly manage projects demonstrating sound financial control and ensuring projects delivered within approved expenditure limits.

Produce spend profiles for schemes, monitoring achievement closely and reporting accurately and regularly.

Produce or procure the production of pretender estimates, cost plans and tender reports.

As part of post project evaluation, analyse cost effectiveness of schemes and delivery of financial benefits anticipated in the business case, where appropriate.

Create effective working relationships with service users to understand their needs and to articulate and deliver any projects within the agreed timescale and financial constraints.

Provide specialist advice during the design and construction processes that helps to maintain and improve the level of care of the patients/staff. Contributing to the creation of ergonomic and efficient design solutions and by way of inspection, ensuring that the designed quality of the healing environment is provided in the completed project.
