Job summary

We are looking for an highly skilled and experienced Registered Nurse with excellent leadership qualities and interpersonal skills to join our team. The ideal candidate will fully appreciate the critical and valuable role that Adult Social Care providers play in the wider health and care system, and will have a passion for driving quality improvement and delivering results. You will have a sound understanding of national policy and drivers for change, the emerging system changes across the ICS and at Place, and have experience of working with Adult Social Care Providers, Local Authorities, NHS commissioned services and partner organisations to contribute and facilitate local delivery.

You will have good experience in quality assurance and quality improvement; ideally in a commissioning organisation, and can respond proactively and sensitively to support our commissioned providers to excel in high-quality service provision.

You will work as part of part of our small team that cover the whole of Lancashire and South Cumbria, and you will be allocated to a particular geographical area.

Main duties of the job

This post is central to the successful development and delivery of quality assurance and improvement in the Regulated Care Sector at 'place' and across the ICB, working as part of a team jointly with ICB colleagues and Local Authorities (LA) to improve population health outcomes. This will involve working closely with providers to support their development and to strengthen systems and pathways of care.

The Care Sector Clinical Lead will hold a portfolio as the ICB Care Sector Clinical Lead for a designated 'place/sub place/place plus' and work closely with key stakeholders to develop, support and add value to quality assurance and quality improvement plans for Regulated Adult Social Care. They will provide strategic leadership to drive the development and implementation of quality initiatives/programmes within the Care Sector with key stakeholders e.g., end of life care, dementia care etc.

The post holder will provide high level nursing knowledge and expertise in developing and maintaining effective systems for quality assurance / improvement, which meet national and legal requirements and adapted to be fit for purpose in the new NHS structures and a range of quality interventions.

The Lancashire and South Integrated Care Board(ICB) was formally established as a new statutory body on 1 July 2022, replacing the eight clinical commissioning groups across Lancashire and South Cumbria.

Job responsibilities

The role will be varied and will adapt over time as the Integrated Care Board (ICB) develops. The postholder is expected to fulfil the following key functions: -

  • Will provide a consistent and systematic approach to support Adult Social care providers to improve outcomes, quality and patient and staff experience and will be responsive should any safety concerns be identified concerning providersacross the L&SC system
  • Work with clinicians, partners, providers and stakeholders across the ICB to ensure high quality services are provided for recipients of Adult Social Care
  • Be responsible for ensuring the ICB meets national policy and achieves the relevant targets in the portfolio areas
  • Assist in the development of the ICB strategic and operational plans and support the senior managers in fulfilling the overall plans of the ICB
  • Work with lead colleagues in the ICB and the MLCSU to ensure that appropriate contracts and assurance are in place regarding delivery of Regulated Care and wider programmes relevant to adult services
  • Provide assurance regarding the quality of Adult Social Care services and ensure delivery of key performance targets, patient outcomes and key quality indicators, escalating concerns and developing improvement plans as necessary
  • Support the Ageing Well programme and wider population health agendas in relation to care home residents
  • Review, interpret, communicate and provide highly complex information to a wide range of internal and external stakeholders by way of regular reports and papers for relevant Boards and Committees and other groups as appropriate
  • Work across a wide multi agency system that will require the individual to use a high level of diplomacy and negotiating skills
  • Contribute to the leadership of the workforce workstream, including continuing professional development for registrants and other care sector workforce across Regulated Care services. This will include providing collaborative leadership and support to established mechanisms, with clear plans and monitoring the outcomes
  • Contribute tothe completion of reporting returns that are complex and multi-faceted for NHSE/I, HEE etc to comply with regional and national requirements
  • The post holder will deputise for the Senior Care Sector Clinical Lead and take a lead role in representing the ICB care sector programme at meetings, events and workshops as required
  • Identify opportunities where communications can help advance strategy, initiate change, address issues or strengthen alignment or collaboration and deliver integrated quality Improvement programmes and messages to achieve goals
  • Work in collaboration with system partners to the support implementation of robust quality assurance and improvement processes and to work within the emerging ICB and ICS governance arrangements to report and deliver on local, regional, and national objectives through care sector programme reporting arrangements
  • To play a key role in the implementation of national strategies, policies, targets and frameworks on quality, patient safety and patient experience are implemented in relation to the Regulated Care Sector provision. This includes the requirement to interpret, analyse and report on complex data sets.
