Job summary

The Commissioning Support Manager across All Age Continuing Care role will be varied and will adapt over time as the ICB develops. However, the postholder is expected to fulfil the following key functions:

  • Reporting to the Senior Commissioning Manager on developing trends across Lancashire.
  • Work with Senior colleagues to influence and participate in the NHS procurement for All Age Continuing Care (AACC) and Personalised Health Care (PHC)

Main duties of the job

  • Assist the commissioning team to achieve economies of scale by supporting commissioning over a widefootprint.
  • Ensure interdependencies with other ICB functions to facilitate market development and aid procurement of essential services which achieve improved quality and best value for areas of responsibility.
  • Form robust links with contracts and assist the Senior Commissioning Manager to ensure preferred providers lists are current and up to date.
  • Performance and monitor contracted placements and work with providers and contract support regarding any necessary remedial action.
  • Ensure all data held regarding patient placements is accurate through database management across AACC and PHC.
  • Work with other stakeholders, carers/patients to develop agree and support service delivery as required.
  • Line manage, support and coach staff in line with ICB policies and procedures as required. Advise and work in partnership with all levels of management on disciplinary, grievance and sickness management issues, procedures, and best practice, ensuring that all matters are resolved effectively and in a timely manner.
  • The main duties and responsibilities described above are not exhaustive; the post holder is expected to take on other responsibilities or specific tasks as required as requested.

The Lancashire and South Cumbria Integrated Care Board(ICB) was formally established as a new statutory body on 1 July 2022, replacing the eight clinical commissioning groups across Lancashire and South Cumbria.

The Commissioning Support Manager across All Age Continuing Care (AACC) and Personalised Health Care (PHC), will assist the Commissioning & Brokerage Manager and the Commissioning and Brokerage Support Manager in the oversight of the provider market landscape in the CHC/PHC process. This also includes the data collection of all care packages, working closely with other functions within the ICB and external stakeholders to achieve economies of scale of across contracts and commissioned packages of care.

The postholder should have excellent interpersonal and presentation skills, being used to working with a wide range of stakeholders and be able to disseminate/communicate complex and contentious information in a way which all stakeholders understand.

Experience of working within AACC/CHC setting and previous experience of commissioning, contracting processes, completing business cases and report writing would be advantageous.

You should be resilient with the ability to work well under pressure and be flexible to meet the needs of the department. You should be self-motivated, enthusiastic, and pro-active in your approach with excellent attention to detail.

The post is agile/home working but there will be a requirement to travel to office bases, as required. Access to a vehicle for these purposes is essential.

This is an internal post and offers excellent opportunity for staff to further develop their existing knowledge and skills.
