You could be an integral member of the team making this happen in the South Cumbria place.

We are seeking an Associate Director of Strategic Place Delivery who will lead on strategic and operational planning and delivery for the South Cumbria place, ensuring connectivity to organisational and system-wide strategies and plans, and delivery of operational standards and targets. This will include maximising opportunities associated with the Better Care Fund and ensuring that operational teams work together across different organisations and sectors to deliver integrated services.

Main duties of the job

The role will be varied and will adapt over time as the ICB develops. However, the post-holder is expected to fulfil the following key functions:

1. Lead the strategic planning and delivery of health and care integration in the South Cumbria place

2. Lead on the creation of operational plans and ways of working to ensuredelivery of strategic aspirations and required operational standards/targets.

The South Cumbria place is committed to putting our residents at the heart of what we do, listening to people with lived experience, understanding their needs and co-designing solutions that work best for our communities. A geographically large and diverse place, we support residents across coastal and rural areas, with a mixture of affluent and highly deprived populations. Unlike other places in our system, South Cumbria is not coterminous with any one local authority, but instead works with three unitary councils which were formed in April 2023 - Westmorland and Furness, Cumberland, and North Yorkshire. This provides significant opportunities for new ways of working.

We are building our team that will implement the Place Integration Deal that was recently agreed by the Lancashire and South Cumbria Integrated Care Board (ICB) and working with a wide range of public, voluntary, and private sector partners to shape the future of integrated service delivery in our communities and to improve the wellbeing of our residents.

Passionate about improving care and outcomes, you should be an experienced leader in a relevant sector, with demonstrable experience of health and care integration and working across organisational and professional boundaries. You will combine exceptional communication skills and compassionate leadership with analytical rigour and critical thinking.

Strategic planning and delivery of health and care integration in the South Cumbria place1. Drive a robust approach to the delivery of health and care integration within South Cumbria facilitating strategic alignment, priority-setting and decision-making between organisations across sectors, from NHS services and local government services, including adult and childrens social care, population health and wider public services, including those provided by VCFSE and other partners, to make a real difference to health outcomes.2. Responsible for the development and implementation of strategic delivery plans that support: Implementation of the Lancashire and South Cumbria Integrated Care Strategy (tailored to the South Cumbria place) Delivery of the Health and Wellbeing strategies from Westmorland and Furness, Cumberland and North Yorkshire Unitary Authorities Delivery of the vision, priorities and agreed work programmes for the South Cumbria place Measurable improvements in population health and wellbeing, with a focus on addressing inequalities.3. Establish and maintain connectivity to and alignment with system-wide transformation programmes across the Lancashire and South Cumbria footprint, understanding how the requirements of the place will be delivered through these programmes and/or how system-wide activities may impact upon the place.4. Identify areas of good practice from elsewhere that can be successfully implemented in the South Cumbria place.5. Lead on identifying and maximising opportunities associated with the Better Care Fund and any other pooled funding arrangements, underpinned by an innovative approach to how the BCF is used to drive integration and improved outcomes.6. Ensure the place is focused on listening and responding to the voice and lived experience of our communities, and that local communities are genuinely involved in service planning and redesign of integrated health and care services.7. Ensure the place uses a population health management approach to service planning and that risk stratification is used to understand how services can meet health and wellbeing needs and reduce inequalities.Operational planning to ensure delivery of strategic aspirations and required operational standards/targets1. Establish and maintain a standard approach to reporting progress against strategic and operational delivery, using information systems from all partners to enable internal and external tracking of progress against strategies and ambitions.7. Deliver measurable improvements in key operational standards/targets and quality requirements through actively engaging stakeholders in a more integrated approach to health and care delivery.8. Ensure robust oversight for the operational use of the Better Care Fund from the perspective of the ICB and the place, ensuring that it is used to drive integration and improved outcomes.9. Support the DHCI in operational delivery of the content of the Integration White Paper, seeking opportunities for integrated working across the NHS and local government.
