Job summary
An opportunity has arisen for an experienced senior manager to join the regional Ambulance and NHS 111 Commissioning Team.
The team commission Paramedic Emergency Services (the 999 ambulance service) and NHS 111 through regional contracts for the circa 7.5 million population of the North West of England, with these regional contracts provided by North West Ambulance Service NHS Trust. The team also commission Non-Emergency Patient Transport Services working in collaboration with the North West Integrated Care Boards for the sub regional populations of Lancashire & Cumbria, Greater Manchester, and Cheshire & Merseyside. These contracts are currently provided by North West Ambulance Service for Lancashire, Cumbria, Greater Manchester and Merseyside; and by West Midlands Ambulance Service for Cheshire.
The team are hosted by the Lancashire & South Cumbria ICB but work on behalf of Lancashire & South Cumbria ICB, Cheshire & Merseyside ICB, Greater Manchester ICB and the North Cumbria 'Place' from the North East & North Cumbria ICB.
The team's role is currently evolving in response to the implementation of the Integrated Care Systems and Integrated Care Boards and a move to a more strategic, collaborative and partnership approach to commissioning. This includes the co-design of strategic intent, formulation of delivery plans and delivery of shared objectives across ICBs and systems.
Main duties of the job
The postholder will have senior manager responsibility for leading on commissioning, improvement, performance management, transformation, assurance provision and contracting / finance issues for ambulance (999 and Patient Transport Services) and NHS 111 under the agreed North West Collaborative Commissioning arrangements in place for Ambulance & NHS 111 Services.
This will include oversight of the day-to-day operation from a commissioning perspective of ambulance and NHS 111 services, and of ensuring high quality services are delivered by the Provider working with the Regional Clinical Lead for Ambulance and NHS 111 Services.
The postholder will work closely with the Provider(s), ICBs and other system partners in achieving the above through building and maintaining effective relationships across the North West. The postholder will be expected to utilise these networks effectively to lead on delivering improvements across the system through on-going review and transformation of services with the Provider and system partners. This will include collaboration and provision of specialist advice to ICBs and Places within the ICBs own urgent and emergency care governance structures having regard to the overall North West collaborative commissioning governance arrangements and strategic direction.
