Job summary
We are looking for a highly motivated, dynamic, delivery focussed senior manager to lead the Programme Management Office (PMO) which provides PMO services to Lincolnshire ICB and the wider Lincolnshire system.
This is a critical role with significant responsibility for providing expertise on best practice project management methodologies and coaching and development support to the PMO and delivery teams. As the Head of PMO, accountable to Director of Strategic Planning, Integration and Partnerships, you will build, grow, and drive the Programme Management Office on a day-to-day basis.
In order to be successful you will have substantial experience in project and programme management developed through training and experience over an extended period of time. You will need to plan and organise a broad range of complex and interdependent activities that will form the PMO team's work, adjusting plans as required. This will involve managing a high degree of uncertainty, risk, alternative options and may impact at an individual or multiple organisational level.
The post holder will need to be able to build and maintain effective relationships with senior colleagues from across the local and national health and care system and will provide leadership and direction to programmes and projects across the Lincolnshire health and care system.
Main duties of the job
- Lead the Strategic Planning/Portfolio Support and Centre of Excellence functions of the PMO.
- Lead the effective management, administration and use of digital tools that support the planning and delivery of initiatives.
- Provide expertise on best practice project management methodologies, and coaching and development support to the PMO and delivery teams.
- Initiate and lead on activities related to the PMO's independent assurance role, such as audits.
- Work in a proactive and supportive manner with key stakeholders
- Lead the PMO team, including line management.
- Work with the wider Strategy, Planning & Partnerships team as a mutually supportive unit.

- Work closely with the Associate Director Planning & Transformation and programme leads to develop comprehensive and cohesive plans for Lincolnshire NHS which meet NHS England requirements and align with the priorities of the NHS Lincolnshire Joint Forward Plan 2023-2028.
- Apply the Lincolnshire approach and methodology to transformation and change.
- Responsible for the management of software to ensure it supports the planning, delivery, management reporting and assurance requirements of portfolios, programmes and projects in Lincolnshires system plan. This includes Programme and Project Management (PPM) Software (Aspyre) and the Future NHS Collaboration Platform.
- Draft reports and present complex information in a clear, understandable and audience-appropriate manner to senior management, boards and committees.
- Nurture key relationships and maintain networks internally and externally. Work collaboratively with SROs, programme directors, managers and members of other functions, to address inter-dependencies and ensure alignment.
