This is an exciting time to join the executive leadership team for the Lincolnshire Integrated Care Board (ICB). Following the recent appointment of John Turner as our Chief Executive Designate, we are now embarking on the process to appoint a highly motivated, dynamic, delivery focussed Director of Nursing to join the NHS Lincolnshire Integrated Care Board (ICB). The NHS Lincolnshire Integrated Care Board will be a key organisation in Lincolnshire Integrated Care System (ICS), known as the Better Lives Lincolnshire, which comprises of the NHS, local government, care sector and the voluntary sector to coordinate health and care services for the whole needs of our local population.
It is anticipated that ICB's will take on statutory form, subject to the passage of legislation through parliament, from July 2022 and will comprise an NHS Integrated Care Board and Integrated Care Partnership (ICP) which collectively will form the Better Lives Lincolnshire Integrated Care System.
Main duties of the job
There is long and successful history of joint working in Lincolnshire between the NHS, Local Authority Public Health, Social Care, the 3rd Sector, Housing and Children's Services, to address the factors that determine health throughout the life course and to seek to reduce demand on health care services in a more preventative and proactive manner. In the last 24 months there has been a real step-change in the strength and effectiveness of this partnership working.
Lincolnshire ICS covers an area containing a population of over 750,000 people and comprises the following NHS and local councils alongside voluntary, community and social enterprise sector organisations:
- Lincolnshire County Council (and 7 District Councils which together are coterminous with the County Council)
- NHS Lincolnshire CCG (coterminous with County Council)
- Three NHS Trusts - all with Lincolnshire in their titles (United Lincolnshire Hospitals NHS Trust; Lincolnshire Community Health Services NHS Trust; Lincolnshire Partnership Foundation NHS Trust)
- 85 Lincolnshire GP practices
- Lincolnshire Care Homes Association (295 care homes in the county)
- Lincolnshire Voluntary Engagement Team (3rd sector grouping)
- Alongside other key partners e.g., Lincolnshire Police
About us
The Director of Nursing will report directly to the Chief Executive Officer (CEO) of the NHS Lincolnshire Integrated Care Board and support the development and delivery of the long-term plan of NHS Lincolnshire Integrated Care Board (ICB). They will ensure this reflects and integrates the strategies of all relevant partner organisations of the ICB, with a particular focus on developing a shared clinical strategy.
The Integrated Care Board will take on the current CCGs' functions along with a broader strategic responsibility for overseeing healthcare strategies for the population of Lincolnshire. We are looking for candidates who will be responsible for building partnerships and collaborating with provider collaboratives, public health, local government, other partners, and local people to deliver better access, improvements in life outcomes and reductions in health inequity.
As a member of the unitary board, each board director is jointly responsible for planning and allocating resources to meet the four core purposes of integrated care systems (ICSs);
- to improve outcomes in population health and healthcare;
- tackle inequalities in outcomes, experience, and access;
- enhance productivity and value for money and
- help the NHS support broader social and economic development.

The Director of Nursing (along with the Medical Director) will be accountable for securing professional clinical and care leadership in delivery of the ICBs objectives and form part of the wider network of clinical and care leaders in the region and nationally.
In order to be successful, you will have board level leadership experience and/or system leadership experience within a regulatory or similar environment and across complex systems with demonstrable impact is essential.
The role requires a keen intellect to analyse complex problems and support and facilitate the development of coalitions that can develop and deliver shared visions in order to address them successfully. The post holder will have an independence of thought, emotional intelligence, the ability to work through conflict and ambiguity and the ability to demonstrate a range of leadership styles to secure results through high-level influencing skills.
This highly influential post will provide leadership and direction for co-ordinating the Lincolnshire health and care systems efforts to work differently within a new and emerging landscape of greater integration and collaboration.
