Job summary

The role will lead the delivery of effective operational management across 2 high profile, mandated functions of our UEC team. The individual will lead and integrate the System Co-Ordination Centre, which is operational 7 days a week 8am until 6pm and our EPRR function which also supports our out of hours on call for the ICB. This role will build and maintain extensive networks internal and external to the ICB and deliver a highly responsive and agile service. It is essential that role leads the relationship building across teams in order to ensure both functions operate across the ICB i.e. communications, demand and capacity planning, urgent and emergency care, planned care, workforce, Public Health, and social care.

The individual will lead the provision of an efficient, effective, and high quality professional and well-planned work programme for both the SCC and the EPRR service capable of meeting all statutory, regulatory and NHS requirements ensuring alignment with the activity of the organisation.

This vacancy is restricted to applicants from the Nottingham and Nottinghamshire system. Candidates that do not meet this criteria will be rejected at shortlisting.

Main duties of the job

SCC

Leading the development of a highly effective and efficiency SCC function, it is a mandated requirement operational at a minimum of 8am-6pm 7 days a week with a clear technical specification including reporting regionally on a daily basis

Leading the daily operational status across the Nottingham and Nottinghamshire wide providers and escalation in line with agreed protocols.

Leadthe day-to-day co-ordination of operational interface between different provider organisations across the Nottingham and Nottinghamshire wide systems to support patient flow and capacity pressures.

Identifying operational issues impacting on effective system performance as well as working with UEC board partners, contracting and service improvement teams to address these issues.

EPRR

Work to the System Delivery Director and Accountable Emergency Officer (AEO) ensuring that they are continually informed and that all statutory, regulatory, and operational EPRR responsibilities are undertaken

Lead on the development and co-ordination of all aspects of EPRR for the ICB.

Lead on system wide planning for critical and major incidents, aligned with the ICB being a category 1 responder.

Lead on the effective management of the LHRP ensuring a strategic approach to EPRR across the system aligned with priorities and levels of risk.

  • Lead on senior level relationships with relevant colleagues at NHSE, including representing and deputising for the System Delivery Director and AEO as required in NHSE forums and groups.

3. Functional Responsibilities

3.1 Operational

Lead and manage the team with a direct reporting line to the System Delivery Director and AEO in relation to assurance and highlighting risks in relation to incident management.

To maintain robust relationships with NHSE, ensuring that there is a robust and effective process for both the implementation of the SCC technical specification, core standards and ongoing reporting and facilitation on key priority areas.

Developing and implementing qualitative and quantitative measures to determine performance against relevant project plans within the Urgent Care Programme. Reporting progress against the plan through personal representation at senior management forums and by written reports to appropriate boards and groups of staff.

Presenting complex information on all aspects of operational resilience and emergency planning in a clear, understandable, and audience-appropriate manner to senior management and board level groups.

Lead responsibility for the LHRP and sub-groups.

Deputise for the AEO/System Delivery Director at the LRF Exec and relevant sub and working groups.

Maintain robust reporting structures to the ICB Committees and Board as per statutory responsibilities.

To be on-call and prepared to support the response to incidents outside of core working hours.

To lead the development of a core team working across 7 days including relevant escalations, processes and reporting lines are in place.

Supporting all teams across the ICB to understand and hold relevant responsibility in relation to both the SCC and EPRR function.

To maintain close working and effective relationships with key external stakeholders

To work closely with execs and senior managers to ensure directorate level responsibilities are maintained.

To represent the ICB at senior level meetings.

3.2 Planning, Training and Exercising

Support the senior leadership of the ICB in the identification, mitigation, and management of EPRR risk including preparedness to respond to major and critical incidents and business continuity risks affecting the ICB.

Research and develop programmes to contribute to the advancement of emergency planning and a health context, and act as a source of expertise and professional point of contact on Emergency Planning and Business continuity for the system.

Work closely with system partners and across teams to ensure plans, policies and action cards are current and relevant to the responsibilities across the system.

Plan and organise a broad range of complex activities that will test current emergency plans, policies and procedures and lead on communication of these throughout the ICB.

Lead the system in developing an annual plan for exercises ensuring that it aligns with the levels of risk.

Plan and deliver ICB and system wide exercises.

Lead the management of training for all levels of staff across the organisation to ensure that the ICB meets all the requirements as set out in current guidance and legislation.

Lead on the implementation and provision of training to meet the needs of the ICB whilst also ensuring that the system has relevant training.

Provide and embed an effective business continuity structure for the ICB.

Working with the AEO, take a lead role in ensuring that the LHRP is strategic in operation and is focused on the priorities in relation to the levels of risk.

3.3 On-call and Incident Response

Facilitate and support the ICBs response to critical and major incidents, including system critical incidents, and emergencies as appropriate, acting as a specialist knowledge resource in all aspects of emergency planning offering detailed advice across the ICB and external partner organisations.

Lead on de-briefing for ICB and system wide incidents.

Lead on the ICB and system incident response plan, ensuring that it is current and responsive to the range of incidents that may be experienced across the system.

Ensure that there are suitable arrangements in place for the ICB to quickly establish an incident room (virtual and physical).

Lead responsibility for developing and co-ordinating the training of on-call ICB staff and supporting staff i.e. Loggists both for new staff as well as ongoing training.

Liaise with directors and senior managers in the ICB to ensure they are aware of their responsibilities in co-ordination and delivery of NHS services in a major / critical incident.

Take a lead role for the system and health in TCGs and where required SCGs, ensuring effective information cascade to system partners and internal teams.

Work closely with Communications Team members to ensure timely and efficient management of information in relation to the incident as well as providing effective targeted internal and external communications to support response.
