Job summary

Supporting the Deputy Chief Transformation Office in leading and developing the strategic programme of work across the local systems Cancer and Clinical Diagnostics portfolios. This role will lead system priority work-streams ensuring the development and delivery of Cancer and Clinical Diagnostics Transformation Plans, and performance frameworks to ensure delivery of all system key activity and financial targets. The post holder will work collaboratively with various primary care, secondary care, local authorities, and external stakeholders to facilitate and support operational delivery, innovation and leadership.

A key dimension to this role will be to support the SRO to engage primary care, community and secondary care clinicians in the complex management agenda to ensure they are heavily involved in the development of plans and any service pathway design and that there is the necessary capacity and capability within the system to deliver both the local and national targets.

Main duties of the job

  1. Has a key responsibility to provide senior change leadership, project management, service analysis, service redesign and capability building expertise to the services that fall within the Coventry and Warwickshire Integrated Care System (ICS) Vision.
  2. Actively contribute to the delivery of the ICS programme and project key objectives providing professional programme and project support to allocated workstreams.
  3. The post holder will have a clear responsibility to deliver paradigm shifts in performance for specific workstreams ensuring these are both measurable and sustainable in the long term, whilst gathering and analysing data to feed into NHS England.
  4. This will be achieved by implementing and managing an effective and planned programme of activities utilising agreed tools and skills including those based primarily but not exclusively on lean thinking ensuring that progress can be tracked, and risks mitigated.
  5. The post holder will work closely with the workstreams ensuring strong engagement, cross working, shared learning, and delivery against their individual workstream plans.
  6. The post holder will be a key change agent for the Trusts/Services working closely with the clinicians, senior managers, and staff to spread knowledge and understanding of the transformational techniques and embed continuous improvements within day-to-day operations.

Job responsibilities

  1. To support the design and implementation of the system strategies across our health and care system
  2. Identify service transformation opportunities which encompass new ways of working, pathway redesign and innovation within day-to-day operations.
  3. Prepare, plan and lead workshop events and proactively follow up agreed actions.
  4. To prepare reports on the behalf of the SRO for various senior boards.
  5. Work closely with Clinicians and partners to identify vulnerable/unsustainable services and support the process to enact any changes needed to improve these services and enhance patient care across our ICS footprint.
  6. Make informed judgements as to the most effective improvement tools and techniques to apply in order to deliver the desired outcomes and apply these as appropriate.
  7. Proactively challenge in a constructive and supportive way, current working practices, offering expert advice and guidance as necessary to promote a culture of continuous improvement.
  8. Ensure internal and external key stakeholders, including patients and the public, have effective opportunities to engage in service transformation programmes/projects/lean events, enabling them to contribute, influence and progress the implementation of improvements to facilitate collaborative working and mutually beneficial outcomes.
  9. Be responsible for ensuring appropriate baseline and ongoing evaluation metrics and monitoring systems are in place for programmes/individual projects in order to produce a clear evidence base when measuring impacts on patient experience, productivity and efficiency improvement. Ensure these are agreed and owned by process owners.
  10. In conjunction with Project and Clinical teams and external partners, facilitate and implement pathway changes across complex organisational boundaries.
  11. Undertake risk analysis of allocated programmes/work streams in the context of risk to the organisations clinical and business objectives.
  12. Maintain and apply up to date knowledge of service improvement including change, government initiatives, national policies, philosophies, tools, and processes.
  13. Prepare regular updates and complex written reports to the Director of Transformation, Head of Transformation, and the Transformation Board on the progress of projects against key objectives and quantifiable impacts on patient experience, productivity, and efficiency.
  14. Represent the team at national forums on service transformation in healthcare as appropriate.

  • Managing Successful Programmes (MSP) or equivalent experience
  • Experience working within a policy environment

  • Experience of working in an effective team from diverse backgrounds
  • Experience of initiating partnership working across organisational boundaries
  • Experience of delivering lean events, workshops and learning events, and, of presenting to diverse audiences
