Job summary
CWICB is looking to recruit a Designated Clinical Officer [DCO] to join the Transformation Team in the Nursing , Quality and Clinical Transformation Directorate to work across two local authority areas - Coventry and Warwickshire - and help the system deliver its commitments to the Special Educational Needs and Disabilities [SEND] agenda. We are looking for a team-player with expertise in the area of SEND and who has a passion for working in the field of children and young people, helping them to have the best start in life and achieve their full potential.
We are looking for someone who can work well across boundaries and with system partners. We are looking for an individual who understands the details of SEND legislation and framework while also able to work strategically to design and influence policy and pathway improvements.

Main duties of the job
- Across two local authorities, lead the support given by the ICB to effectively discharge its responsibilities for children and young people with SEND.
- Act as strategic and operational health lead for the Education, Health, and Care plan pathway.
- Act as an expert health resource and point of contact for information, advice, guidance and support for families and professionals relating to SEND or EHC arrangements
- Provide support and challenge to senior colleagues in relation to implementing the SEND legislation and guidance
- Act with a level of autonomy and independence across various SEND arenas
- Work in partnership with DMOs, Education, Social Care and Health providers and commissioners to ensure the needs of vulnerable groups are understood and support is coordinated
- In conjunction with stakeholders, implement the statutory requirements for SEND, supporting the allocation of responsibilities
- Ensure delivery of ICB responsible health provision in EHC plans is appropriate
- Be Nominated Lead for SEND for the ICB
- Lead and coordinate the health sector input during inspections, reviews or audits
- Attend relevant health and interagency committees
- Prepare and present complex information in relation to SEND
- Advise and influence Education, schools, and other agencies on health matters relevant to SEND and their duties
- Ensure quality assurance frameworks are in place
- Work with partners to improve information collection and sharing so performance is understood

- Contribute to any relevant audits, assessments or reviews
- Identify issues, themes, and gaps in local services and make recommendations as to solutions
- Incorporate views of people with lived experience, the public, staff and stakeholders

Qualiifications
Essential
- Holder of relevant professional qualification with clinical experience in working with children and young people with SEND. Such as, HCPC registered health professional or Registered Nurse with experience in Specialist Community children and family, Public Health Nurse or Special School Nurse
- First Level Degree or Master qualification or equivalent in relevant subject or equivalent knowledge / experience
- Management qualification or equivalent experience working within a senior post

- Highly developed and specialist knowledge in relation to the SEND agenda and relevant legislation, local and national policy and good practice guidance
- Knowledge and understanding of key issues affecting health services/modernisation/local commissioning agendas including national policy on reforms in NHS
- Substantial clinical experience as a clinician in the field of SEND and/or neurodevelopment and disability
- Experience of working in collaboration with local authorities and other agencies
- Experience of working across organisations with multiple stakeholders
- Proven experience of co-designing, codeveloping and co-delivering work programmes alongside people with SEND and family carers.
