NHS
Kent and Medway Integrated Care Board (ICB) is seeking to recruit a practising clinician
to support the development and delivery of the Mental Health (MH) Programme,
including Dementia, for Kent and Medway Integrated Care System (ICS), working
as part of the ICB Chief Medical Officer (CMO) team. The postholder will work with the Director of
MH system collaboration to drive service change and transformation through
effective clinical leadership, collaborating with wider senior leaders and
system partners.
The MH Programme is one of the
transformational programmes that the ICB is focussing on. The Clinical Lead
will provide strategic leadership and direction within the Programme and will
provide clinical advice on project delivery to help achieve programme aims.

Main duties of the job
work alongside
colleagues from the ICB Delivery Directorate (MH Team) to drive service change
and transformation in MH through effective clinical leadership and engagement
across Kent & Medway ICS and to oversee the quality of MH services
delivered in the ICS area, including implementing a safer and just culture,
safer systems, and safer care.
focus on the
quality of MH services within the ICS including sharing intelligence and
working with other key partners and regulators across and outside the system to
improve quality of care and outcomes.
be
professionally accountable to the CMO and deputise for the CMO as requested in
key performance, monitoring, and accountability matters, providing feedback to
the CMO and wider Executive Team in relation to the MH portfolio of work.
be responsible
for building partnerships and collaborating with provider collaboratives,
public health, local government, primary care, provider trusts and other
partners, including local people to deliver better access, improvements in life
outcomes and reductions in health inequity.

dementia services. The Clinical Lead will provide strategic leadership and
direction within the Programme and will provide clinical advice on project
delivery to help achieve programme aims. These include the creation of a
consistent and reliable MH Service that is accessible to the public, easy to
navigate, inspires confidence, promotes consistent standards in clinical
practice and leads to a reduction in variation of patient outcomes.
The Clinical
Lead for MH will assume the clinical oversight of all the MH improvement
programmes which are being delivered across the Kent and Medway system. The programmes will ensure that the system
delivers its MH Long Term priorities to benefit the K&M population. In
addition, the role will assume the chairmanship of the MHLDA Clinical and
Professional Advisory Board (CPAB).

Essential
- A practising clinician (GP or Consultant) in Kent and Medway working a minimum of two clinical sessions per week
- Fully qualified in respective profession
- Educated to masters level or equivalent level of experience of working at a senior level in specialist area. Evidence of post qualifying and continuing professional development
Desirable
- Direct experience of the development of improvement programmes
- Experience of senior clinical leadership in the NHS, beyond the boundaries of a single practice or profession, able to represent the broad clinical views of their colleagues
- Demonstrable understanding and continuous achievement of good clinical governance, evidenced through appropriate appraisal and assurance. A track record in securing or supporting improvements for patients
- Sound understanding of the background to and aims of current healthcare policy in the Southeast and experience of setting strategic direction through effective clinical leadership by contributing to the development of clinical strategies and aspirations of the organisation
- Experience of sound stakeholder engagement through effective communication and interactions with wider clinical colleagues, patients, members of the public and leaders of other organisations.
